Provide all labor, material and equipment necessary to perform drydock
repairs and vessel maintenance including but not limited to the
following minimum items: (1) service both onboard controllable pitch
propeller systems, (2) remove, inspect and reinstall propeller shaft,
(3) remove, inspect, and reinstall intermediate shaft, (4) overhaul
stern tube seals, (5) strain gage alignment inspections, (6) preserve
the transducer hull rings and renew the depth indicating transducers,
(7) preserve the transducer hull ring/renew DSN-450 doppler speed log
transducer, (8) overhaul renew and test valves, (9) inspect valves
in-place, (10) service radder assemblies, (11) renew fin stabilizer
seals and bearings, (12) renew fin shaft sleeve, (13) overhaul
anchor(s) and anchor chain(s), (14) preserve chain lockers and sump,
(15) clean and inspect diesel fuel jp-5 fuel and lube oil tanks, (16)
preserve underwater body, (17) clean and inspect voids and ballast
tanks, (18) clean and inspect sewage and grey water collection and
holding tank(s), (19) provide temporary logistics, (20) routine
drydocking, (21) renew shell plating and framing, (22) preserve
freeboard, (23) preserve superstructure. Indefinite items include but
are not limited to the following: (1) preserve underwater body
condition A126 sq ft, (2) condition A entire u/w body, (3) condition
B1260 sq ft, (4) additional temporary logistics, (5) renew port and
starboard stern tubes. Vessel homeport is Portsmouth, VA. vessel length
is 270 ft. vessel availability schedule is 27 May 1996 for 49 days. All
referenced documents are available for viewing at building 400N,
Governors Island, NY. There will be a non-refundable charge required in
the form of a certified check or money order made payable to the U.S.
Coast Guard in the amount of $100.00 for requested drawings and
publications. The proposed contract listed here is part of the Small
Business Competitiveness Demonstration Program - plans and
specifications will be issued on or after 23 Feb 1996. All responsible
sources may submit a bid which shall be considered by the United
States Coast Guard. For Minority, Women-Owned and Disadvantaged
Business Enterprises: The Department of Transportation (DOT) Office of
Small and Disadvantaged Business Utilization has programs to assist
minority, women-owned and disadvantaged business enterprises to acquire
short-term working capital and bonding assistance for
transportation-related contracts. Loans are available under the DOT
Short Term Lending Program (STLP) at prime interest rates up to
$500,000 per contract to provide accounts receivable financing. The DOT
Bonding Assistance Program enables firms to apply for bid, performance
and payment bonds up to $500,000 per contract. DOT provides an 80
percent guaranty on the bond amount to a surety against losses. For
