Information Systems Command intends to award a contract for the
Administrative Telephone System operators and maintenance in support of
Defense Metropolitan Telephone System (DMATS) - St Louis, MO. RFP
REFERENCE: DAEA32-96-R-0001. The highest Security Clearance required
for this effort is Top Secret. Certain Contractor personnel employed
under this contract must possess a Top Secret Security Clearance. This
acquisition is 100% set aside for SMALL BUSINESS. The SIC code is
7378. The size standard is amended from the 02-01-96 publish date from
$14.5 to $18 million per Federal Register dated 04-07-94. This effort
is NOT a follow on contract. The requirement used the GSA POTS
contract and service agreements from the local carrier, Southwestern
Bell. Therefore, NO PREVIOUS CONTRACT DOCUMENT or previous pricing
information is available for release. The Contractor shall be
responsible for the following tasks: All telephone installs,
de-installs and moves, including building cable and cross connects,
jumpers to make the instrument operational, preventative, corrective,
and demand maintenance on government owned equipment, including, but
not limited to, Key systems, EPBAX's, ISDN units and instruments.
Contractor shall be responsible for the preventative and remedial
maintenance of all cabling on all compounds. There are customers
located in 32 different locations in the St Louis metropolitan area,
which includes part of Illinois. The Contractor will also be
responsible for all LAN cabling on the various compounds. In addition,
as an option to the contract, the contractor shall provide telephone
operators to perform switchboard operations. The RFP will be a
PAPERLESS document to be released on or about March 4, 1996 via the ISC
Contracting Office's Electronic Bulletin Board (EBB), NO HARDCOPY
SOLICITATION WILL BE MAILED. A computer with a minimum 8 MB RAM and a
modem with 28800 baud is needed to download documents from the EBB. The
RFP has been prepared using Microsoft Word Version 6.0 and Microsoft
Excel Version 5.0. These programs are recommended for ease of
retrieving and reading the documents contained in the RFP. The Bulletin
Board can be accessed by dialing the EBBS using any communication
program, ANSI VT00 or RIPGRAPHIC. Use phone numbers (520) 533-0132 thru
0139. Login as a new user, create your own password and use it each
time you login. To access the Information Systems Command Contracting
Office Electronic Bulletin Board (EBBS) Modem parameters are: 1) Data
rate = 1200bps to 28,800bps (Hayes Optima 28,8 V.FC Modems are used.)
2) Parity = No or None 3) Data Bits = 8 bits 4) Stop Bit = 1 bit. For

Telnet IP = 138.27.160.159. There will be a 24 hour wait after login
before you are approved to download files. Once logged onto the EBBS
there is a free Windows COM program to download. The filename for the
program is ISSCOBBS.EXE or .ZIP in the Main file directory. For help
