requirement is proposed for the production, delivery and support of the
FIREFINDER AN/TPQ-36(V)8 Electronics Upgrade Kit as well as the
FIREFINDER Training System required to support it. The AN/TPQ-36(V)8
Electronics Upgrade is a modification to the FIREFINDER AN/TPQ-36
Mortar Locating Radar. The system is a weapons locating radar that
tracks mortar, artillery and rockets out to twenty-five (25)
kilometers. It discriminates against non-weapons to provide a low false
location rate in a cluttered battle environment. The system uses weapon
location software and highly specialized algorithms to track mortar and
artillery type targets while discriminating against aircraft (fixed and
moveable wing), birds, and battlefield clutter. The AN/TPQ-36(V)8
Electronics Upgrade replaces electronic components which are rapidly
approaching obsolescence with standard Common Hardware/Software (CHS)
and/or Commercial Off-the Shelf (COTS) equipment. The upgrade replaces
the Operations Control Group (OCG) with an Operations Central (OC)
housed in a Light weight Multi-purpose Shelter (LMS). The LMS shelter
contains major subsystems such as the Control/Display Terminal (CDT),
the radar processor, and Environmental Control Unit (ECU), and the Gas
Particulate Filter Unit (GPFU). The LMS shelter enhances the
man-machine interface and electronics environment by providing 50
percent more interior space. The contractor is encouraged to use
commercial products, processes and practices which will reduce
development, production and operational support costs. Each
AN/TPQ-36(V)8 Electronics Upgrade kit is comprised of five (5) sub-kits
identified as follows: a. Operations Central (OC) kit b. Antenna
Transceiver Group (ATG) kit c. Equipment Trailer Group (ETG) kit d.
Genrator Power Group (GPG) kit e. HMMWV assembly (V)8 system kit. The
contractor will be required to use an Integrated Product Team (IPT)
approach to fabricate, test, and deliver the AN/TPQ-36(V)8 Electronics
Kits IAW the quantities and schedules presented below. The contractor
will be required to verify that the present BIT/BITE capabilities have
not been degraded, and update all Logistics documentation, to include,
LSAR master files, depot maintenance study, Provisioning Technical
documentation, RPSTL, and Technical Manuals. The contractor will also
be required to document any design changes so that the program
documentation reflects the final production configuration. Further, the
contractor will be responsible for the retrofit/refurbishment of the
eight (8) LRIP systems to bring them to the final production
configuration. This procurement also includes a requirement for
Engineering and Field support services to include equipment and
material throughout the life to the contract. This requirement will be
included on a Time & Materials (T&M) basis. The procurement also
includes options for delivery of the Tower Track facility and
associated documentation and the development of Interactive Electronic
Technical Manuals (IETMs). The FIREFINDER Training System will provide
Computer Based Training and will be used in conjunction with tactical
equipment and as stand-alone training devices to train students to
operate and perform unit level, direct support, and general support
maintenance on the AN/TPQ-36(V)8. The system consists of two (2)
FIREFINDER Training Devices Operator (FTD OP) and one (1) FIREFINDER
Training Device, Maintenance (FTDM). The contractor will be required to
design and fabricate the FIREFINDER trainers and then install them at
the U.S. Field Artillery School (USAFAS), Ft. Sill, OK. The following
is a summary of the hardware called for under this procurement. Basic
Contract (FY96 Requirement); - Twelve (12) new AN/TPQ-36(V)8
Electronics Upgrade kits - Eight (8) AN/TPQ-36(V)8 LRIP systems
retrofit to the latest production configuration - Initial Spares to
support twenty (20) kits, (twelve (12) new kits plus the eight (8) LRIP
systems) - Two (2) FIREFINDER Training Device, Operator (FTD OP) -
One(1) FIREFINDER Training Device, Maintenance (FTDM) Options (FY97
Requirement): - Thirteen (13) AN/TPQ-36(V)8 Electronics Upgrade kits
(Army) - Initial Spares to support thirteen (13) kits (Army) -
Twenty-two (22) AN/TPQ-36(V)8 Electronics Upgrade kits (Marine Corp) -
Initial Spares to support twenty-two (22) kits (Marine Corp) Options
(FY98 Requirement: - Twelve (12) AN/TPQ-36(V)8 Electronics Upgrade kits
(Army) - Initial Spares to support twelve (12) kits (Army). The
proposed requirement is to be procured from Northrop Grumman Corp. on
a sole source basis. The U.S. ARMY COMMUNICATIONS ELECTRONICS COMMAND
(CECOM) has established an Electronic Bulletin Board (EBB) to provide
electronic transmittal of Request for Proposals (RFPs) and Initation
for Bids (IFBs) from Government to Industry, EFFECTIVE 1 OCTOBER 1994,
ALL SOLICITATIONS ISSUED FROM FT. MONMOUTH FOR ACQUISITIONS OVER THE
SMALL PURCHASE THRESHOLD WILL BE SOLICITED VIA THE EBB. AFTER 1 OCTOBER
1994, ONLY THOSE PARTIES WHO DO NOT HAVE THE EQUIPMENT NECESSARY TO
ACCESS THE EBB WILL BE FORWARDED HARD COPIES UPON REQUEST. HOWEVER, AS
OF 1 JANUARY 1995 HARD COPY WILL NO LONGER BE DISTRIBUTED. (Exceptions
are Post Camp and Station acquisitions.) All interested parties wishing
to do business with CECOM are invited to access, operate, send and
receive data from the CECOM EBB system. To become a user of the EBB you
will need an identification code and password in addition to a computer
terminal equipped with the necessary hardware and software to interface
with the EBB system. Detailed information regarding system requirements
is contained in the U.S. Army CECOM EBB User's Manual. A User's Manual,
Identification Code and password will be issued upon request. All
requests must include (1) company name, point(s) of contact name(s) and
title(s), (3) return address(es), and (4) telephone number(s). Please
