the submission of qualifications and proposal data (collectively
referred to as the Proposal) from interested U.S. firms that are
qualified on the basis of experience and performance to carry out a
feasibility study for the design, technical specifications, site
selection, environmental analysis, economic evaluation, electrical
system load study and modeling, and financing of their power generating
project of approximately 90 MW capacity. Firms that are experienced in
developing and obtaining limited recourse financing for power
projects, and which will commit specific experienced personnel to work
on the project with the Grantee, will be preferred. Specific tasks
will include: (1) Review the system load and generation capacity study
carried out by the Grantee in September 1994; (2) Report on sources of
fuel for the new power plant proposed; (3) Perform review of options
and optimization of preferred cycle arrangements, i.e., steam plant,
combined cycle plant or diesel engine plant; (4) Site selection; (5)
Environmental Impact studies; (6) System load, short-circuit and
stability studies; (7) Capital cost estimates and preparation of
implementation schedule; (8) Operating cost projections and sensitivity
analysis. (9) Preparation of a financial memorandum for the project;
and (10) Issue feasibility study final report in both French and
English. A detailed Request for Proposals (RFP) which includes the
Terms of Reference for the study and a background Definitional Mission
report, is available from the U.S Trade & Development Agency (USTDA)
at Room 309, SA-16, Washington D.C. 20523-1602. Requests for the RFP
should be faxed to the IRC, USTDA at 703-875-4009. Please include your
company name, contact person, address, and telephone number. Some
firms have found that RFP materials sent by U.S. mail do not reach them
in time for preparation of an adequate response. Firms that want TDA to
use a courier delivery service should include the name of the courier
company and your firm's account number in the request for the RFP. No
telephone requests for the RFP will be honored. The selected U.S. firm
will be paid in U.S. dollars from a U.S. $443,000 grant to the Grantee
by USTDA. Only U.S. firms and individuals may bid on this TDA financed
activity. Interested firms, their subcontractors and employees of all
participants must qualify under TDAs nationality requirements as of
the due date for submission of qualifications and proposals and, if
selected to carry out the TDA financed activity, must continue to meet
such requirements throughout the duration of the TDA financed
activity. All goods and services to be provided by the selected firm
and its subcontractors (if any) must have their nationality, source,
and origin in the United States or Senegal. In no case shall goods or
services having their nationality, source, or origin in Senegal exceed
twenty percent (20%) of the amount of grant funding provided by USTDA.
Details of TDAs nationality requirements and mandatory contract clauses
are also included in the RFP. Interested U.S. firms should submit by
express mail two (2) copies of their Proposal in the English language
and five (5) copies of their Proposal in the French language directly
SENELEC at the above address. Proposal materials will be due April 8,
1996. Proposals will be opened the first Thursday immediately after the
deadline for proposal submission, during the meeting of the Bids
Committee of SENELEC. Evaluation criteria will consist of the
following: (1) Experience in the design, engineering, specification,
procurement and construction of combustion turbine electrical
generating facilities; (2) Experience in environmental studies for such
facilities; (3) Expertise in performing electrical system load,
short-circuit and stability studies, and generally, in system planning
and feasibility studies of power projects in the electric sector; (4)
Experience in financial structuring of power plant projects and in
obtaining limited recourse financing for such projects; (5) Direct
experience in the design, engineering, specification, financing and
construction of infrastructural projects in Africa; and (6) Experience
and qualifications of the employees and subcontractors selected to
carry out the study. Price will not be a factor in contractor
selection, and since execution of the Terms of Reference shall not
exceed the cost of the USTDA grant, cost proposals should NOT be
submitted. The Grantee reserves the right to reject any and/or all
Proposals. The Grantee also reserves the right to contract with the
selected firm for subsequent work related to the project. The Grantee
is not bound to pay for any costs associated with the preparation and
