RENOVATION. Construction project to perform overall modernization and
building improvements related to a seven story Air Traffic Control
Tower (ATCT) facility of approximately 10,000 square feet. Work
includes, but is not limited to, asbestos abatement, fire-life safety
upgrade, establishing mobile control tower, electrical upgrade,
mechanical systems upgrade, exterior curtainwall upgrade, custom
millwork, caulking and sealing, painting, flooring and ceiling
upgrades, radon abatement, elevator upgrade, handicap accessibility
upgrades, site work, underground utilities, and paving. The estimated
contract price range is between $1,000,000 and $5,000,000. Bid,
performance, and payment bonds are required. Special insurance coverage
requirements are applicable, in particular related to airport liability
and asbestos work. The planned construction period of performance is
180 calendar days from notice-to-proceed (NTP). The target date for NTP
is approximately May 15, 1996. Solicitation package should be available
O/A March 1, 1996. It is anticipated that before bid opening there may
be a site inspection for offerors. NOTE, THERE IS A NON-REFUNDABLE
DEPOSIT OF $100.00 PER SOLICITATION PACKAGE. CHECK OR MONEY ORDER MUST
BE MADE PAYABLE TO ''FEDERAL AVIATION ADMINISTRATION''. NO TELEPHONE
OR FAXED REQUESTS WILL BE ACCEPTED, ONLY WRITTEN REQUESTS WHICH INCLUDE
THE REQUIRED AMOUNT OF $100.00 WILL BE ACCEPTED. Request for
solicitation package must be submitted in writing, inclusive of check
or money order, to FAA, Northwest Mountain Region, Acquisition
Management Branch, ANM-55, 1601 Lind Avenue S.W., Renton, WA 98055.
Requesting firms shall provide their company name, mailing address,
telephone and FAX number, and the project solicitation number and
title. Full and open competition. This is an UNRESTRICTED procurement
in accordance with Small Business Competitiveness Demonstration
Program, Title VII of the Business Opportunity Development Reform Act
of 1988 (PL 100-656). For Minority, Women-Owned and Disadvantaged
Business Enterprises: The Department of Transportation (DOT), Office of
Small and Disadvantaged Business Utilization (OSDBU), has programs to
assist minority, women-owned and disadvantaged business enterprises to
acquire short-term working capital and bonding assistance for
transportation-related contracts. This is applicable to any eligible
prime or subcontract at any tier. The DOT Bonding Assistance Program
enables firms to apply for bid, performance and payment bonds up to
$1.0 million per contract. The DOT provides an 80% guarantee on the
bond amount to a surety against losses. Loans are also available under
the DOT Short Term Lending Program (STLP) at prime interest rates to
provide accounts receivable financing. The maximum line of credit is
