Administration will release an electronic copy of the Standard Terminal
Automation Replacement System's (STARS) Request for Proposal (RFP)
through the Internet on the World Wide Web (WWW) and the Department of
Defense's Hanscom AFB Electronic RFP Bulletin Board (HERBB). The
STAR's RFP is only being released on the WWW and HERBB for
informational purposes only. This is not a request for proposal. There
are only three teams eligible to submit proposals for the STARS
requirement. Each of these teams have passed minimum qualifications and
an Operational Capabilities Demonstration (OCD) to qualify for the
STARS procurement. It is no longer practicable to accept minimum
qualification submissions from industry or to conduct operational
capabilities demonstrations with industry. The three teams are lead by
Boeing Defense and Space Group, Raytheon Company Equipment Division,
and Loral Federal Systems Air Traffic Control. Small businesses

April 1, 1996, this acquisition will be conducted in accordance with
Public Law No. 104-50 with all the statutory exemptions identified
therein. This acquisition will also be conducted under the FAA's
statutory authority 49 U.S.C. 40110 (b)(2)(E) which limits competition.
The RFP will be available on the WWW and HERBB on March 5, 1996. The
