Watfare Center Division, Newport (NAVUNSEAWARCENDIVNEWPORT) is
soliciting proposals from industry for engineering, fabrication,
testing and delivery of high rate, non-mercury 140 amp-hour Zinc-Silver
Oxide (Zn-AgO) secondary cells. Details on the performance requirements
are provided in the Near-Term Mine Reconnaissance System (NMRS) Cell
Specification. In order to be accepted by the Government, the battery
cells must satisfy all test requirements, including an option for
vibration and shock testing, if the option for vibration and shock
testing is exercised. The Government intends to award one contract for
420 battery cells, associated maintenance and fill kits, and
supporting documentation. Each offeror will be required to submit a
technical and cost proposal, which shall include the offeror's
engineering and manufacturing processes, management approach, quality
control system, testing methodology, schedule and cost control
mechanisms, corporate experience with Zn-AgO battery cells, estimated
silver requirements and cost estimate (exclusive of the cost of
silver). If an offeror has not manufactured any battery cells of this
type for the Government within the past three years, the offeror will
also be required to submit with its proposal a fully operational
physical sample Zn-AgO battery cell for Government inspection and
testing. The successful offeror will be determined during a source
selection process using a best value criteria of technical approach
versus adjusted cost estimate. The adjusted cost estimate will include
the offeror's quoted unit price per battery cell plus the Government's
estimate for the cost of silver. The amount of silver required will be
determined from the offeror's proposal. Cells must of the dry charge
type. The Government reserves the right to employ the services of Mr.
James Moden (Vitro) as a consultant in the proposal review process.
Proposal length, exclusive of cost and pricing data should not exceed
thirty (30) 8 1/2 X 11inch typewritten pages. Then proposed contract is
100% set aside for small business (Note 1). All requests for the
solicitation must be in writing on company letterhead. Include in
