The University of Kentucky requires preparation of a complete and publishable business plan for the extension and expansion of the electronic clearance platform established for the Advantage I-75 Operational Test. The business plan would focus on geographical extension as well as functional expansion. The extension would focus on adjacent states and regional truck sheds. The expansion would focus on commercial vehicle safety and other appropriate functions for the electronic program. A development strategy would be crafted and refined to include both schedule and cost. Materials would be prepared to serve as a guide to the Chief Administrative officers in the states that are considering joining the mainline automated clearance system or to those seeking to extend it to other corridors within their state.
