Peckman, (206) 220-7425 The contractor shall provide all labor,
material, equipment, transportation, mobilization, and demobilization
for the construction of a new 679,000 gallon water tank at US Coast
Guard Support Center Kodiak, AK. The water tank will serve theAviation
Hill housing area currently under construction. The tank will also
service the Coast Guard base by providing an automated bypass in the
existing pump house at the bottom of Aviation Hill. The tank is to be
engineered by the manufacturer. Thetank material is required to be
steel bolted plates of glass fused to steel. The tank foundation will
be a reinforced concrete ring wall constructed on an over excavated
hillside, and backfilled with imported material. Rock excavation is
required.The proposed tank will be constructed next to an existing
tank, which will later be demolished and removed off site as a part of
this contract. Construction accessibility is limited. Miscellaneous
work in the pump house is required. New utilitieswhich interface at the
housing project will be required with the construction. The utilities
include water piping, electrical power and drainage. SIC Code 1791. The
estimated price range for this contract is between $500,000 and $1
million. Durationof the contract is approximately 5 months. The

Transportation (DOT) Office of Small and Disadvantaged Business
Utilization (OSDBU), has programs to assist minority, women-owned
anddisadvantaged business enterprises to acquire short-term working
capital and bonding assistance for transportation-related contracts.
This is applicable to any eligible prime or subcontract at any tier.
The DOT Bonding Assistance Program enables firmsto apply for bid,
payment, and performance bonds up to $1.0 million per contract. The DOT
provides an 80 percent guaranty on the bond amount to a surety against
losses. Loans are also available under the DOT Short Term Lending
Program (STLP) at primeinterest rates to provide accounts receivable
financing. The maximum line of credit is $500,000. For further
