65 -- TRANSPORT VENTILATOR SYSTEM SOL FOM-01-96 DUE 041996 POC Contracting Officer, Mary M. Boyd, (301)619-4033 This solicitation is issued to attempt to standardize and establish a contract by the Department of Veterans Affairs and Other Government Activities as a source of supply for Transport Ventilator Systems and support items as required to maintain the system. The Government is obligated to purchase a guaranteed minimum of 651 systems during the basic contract period. In addition to the basic contract term, the Government may extend the term of the contract for three option periods and is obligated to purchase the minimum guarantee of 50 for each option period. The transport ventilator for air and ground movement of patients shall be capable of sustaining the ventilation requirements of ill or injured patients during extended transport. Ventilator shall be a self contained system capable of supplying 21% to a minimum of 90% oxygen when provided a 45 psi + 5 psi oxygen source. Breathing Circuit shall use standard disposable universal 22 mm tubing set. Unit shall operate from battery and various electrical sources. Unit shall function in an assist/control, synchronized intermittent mandatory ventilation (SIMV), continuous positive airway pressure (CPAP). The unit shall be capable of positive end expiratory pressure (PEEP). The system shall have Aeromedical Evacuation Certification or affirmation along with substantiating evidence that the product offered will pass the aeromedical evacuation test criteria for fixed and rotary wing.
