Furnish all materials, equipment, onsite management, engineering and maintenance personnel necessary to maintain the controls and instrumentation of NASA Lewis Research Center's Central Process Systems. The Central Process Systems consist of equipment located throughout the Center which provides compressed air, exhaust, and electrical power for over 100 research and test facilities. The equipment consists of compressors, exhausters, large horsepower drive motors, chillers, heaters, dehydrators, and electrical substations operated remotely via a computer-based distributed control system. The distributed control system uses remote processors and programmable logic controllers communicating via thirteen miles of coaxial data highway cable to operator workstations at the Central Control Building. The remote processors and programmable logic controllers are used for logic and closed loop process control and data acquisition at the the equipment. A total of about 10,000 input/output channels are connected to this system. Operators interface with the system with color graphic terminals using track balls and keyboards. The service and maintenance will be performed on all control equipment, including the distributed control system, instrumentation, and actuators on both a scheduled and unscheduled basis. Field engineering will be performed on an unscheduled basis to implement engineering changes to the distributed control system and minor changes to the Central Process System. Qualification requirements will include working knowledge of the Bailey INF1-90 and Modicon Distributed Control Systems and DEC VAX VMS Operating System Software. A performance-based, combination fixed price and cost reimbursable contract, with an overall five-year performance period consisting of a one one-year basic and four one-year options is anticipated. Annual staffing requirements are estimated at 15 - 21 man years. Delivery to Cleveland, Ohio 44135. A draft Statement of Work is tentatively to be issued April 15, 1996 through the Internet. Final RFP and proposals are to follow later. Please resubmit requests for the solicitation even though you had previously done so in 1995. All responsible sources may submit a proposal which will be considered.
