66 -- INFRARED SPECTROMETER SOL 52SBNB6C9100 DUE 042996 POC Kathleen Lettofsky (301) 975-6342 The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis under the authority of 41 USC 253(c)(1) an infrared spectrometer. It is anticipated to negotiate with Bruker Optics, Billerica, MA for the Equinox 55 FT-IR spectrometer equipped with an Optical System, PC Data System and the following accessories: 1) Unit for selecting an additional IR detector (without detector); 2) Detector compartment cover for liquid nitrogen cooled detector; 3) Special MCT detector, 7000-450 cm-1, D*)1.5x1010, in lieu of standard DTGS detector; 4) Specular reflectance accessory; 5) Manual ZnSe polarizer for specular reflectance accessory; 6) OPUS macro for control temperature baths; 7) air dryer for purifying purge gas to a single FT-IR optics bench; 8) constant temperature bath with microprocessor control; and 9) remote sensor for temperature bath. Only this equipment can satisfy the government requirement because it will provide many different levels of users with a high level of spectroscopic capability such as the ability to do reflection experiments under computer controlled temperature conditions without a complicated specially built and programed accessory. The 55 will provide high level performance for many sophisticated upgrades such as FT-Raman, step-scan time resolved spectroscopy and infrared microscopy. In addition, with both the step-scan and Raman options the spectrometer is capable of performing both phase modulation and step-scan time resolved Raman measurements with simultaneous four cannel acquisition and DSP demodulation. The 55 will provide the flexibility necessary for the implementation of custom experiments such as surface plasmon resonance enhanced FT-Raman and in situ polarization modulation spectroelectrochemistry. The 55 provides a detector and interferometer that are permanently sealed from the large sample compartment to accommodate a large variety of experiments and accessories without long purge times. The 55 has a permanently aligned interferometer which is optically compensated for both tilt and shear of the moving mirror so that it can meet the sp requirements of fast step-scan time resolved spectroscopy. The combination of these qualities and a very high quality wide band MCT detector, make it a very flexible while still being very sensitive in the low frequency region to enable it to characterize both CH2 and CD2 rocking bands in hybrid bilayer membranes. Delivery is required Freight on Board (FOB) destination, Gaithersburg, MD within 90 days. Interested offerors may identify their interest and capability to respond to the requirements by submitting a capability statement. The capability statement must provide adequate information and qualifications to provide this type of equipment. All of the above must be received for the Government to consider whether to open this requirement for competition. This notice of intent is not a requirement for competitive proposals. However, all ''capability statements'' received within 45 days after date of preparation of this synopsis will be considered by the Government. A solicitation is not available. See Numbered Note 22.
