ARSENAL SHIP PROGRAM - The Defense Advanced Research Projects Agency
(DARPA) and the Navy are currently planning the execution of a
technology development and demonstration program leading to a prototype
Arsenal Ship. Program details are not yet finalized, however, it has
been determined that this program will be executed under the authority
of Section 845 of P.L. 103-160. A goal of this program will be to
radically reduce the time and cost of ship development. The program
will provide broad latitude to industry in developing the Arsenal Ship
designs. The introduction of innovative business practices and team
arrangements have been determined to be important aspects of this new
program. An industry briefing will be held on 22 March 1996 at 3701 N.
Fairfax Drive, Arlington, Virginia or at a nearby location. This
briefing will be unclassified and will be held from 8:30 a.m. to
approximately 1:00 p.m. This briefing will address Section 845
authority and background, ``other transactions'' model agreements,
teaming arrangements, innovative business concepts, and lessons learned
by DARPA in Section 845 programs. Space is limited so each company
should limit their participation to three individuals. Since this
briefing will not address technical programmatic issues, companies
should consider being represented by management, contracting and legal
