TWO TOWERS LOCATED AT USCG MARINE SAFETY OFFICE VALDEZ AND POTATO

Contracting Officer (907) 463-2418. Provide all materials, equipment,
transportation, incidentals, as-builts and perform labor to repaint one
tower and repair galvanized coating on two towers located in Valdez and
Potato Point, Alaska. The contractor shall provide all equipment,
materials, labor and transportation and other related items to: remove
surface rust and repair galvanized coating by thermal spraying with
zinc on 75 ft tower at the Marine Safety Office Valdez Building, remove
existing paint, repair galvanized coating by thermal spraying with zinc
and recoat the tower and top platform with two coats of primer and two
top coats of paint on the 90 ft. tower at Valdez Spit site. THE PAINT
ON THIS TOWER HAS A HIGH LEAD CONTENT AND LEAD ABATEMENT IS REQUIRED
DURING REMOVAL. Work also includes, removing surface rust and repair
galvanized coating by thermal spraying with zinc on 90 ft. tower with
platform at Potato Point Site. All towers are self-supporting towers
with attached microwave dishes and/or miscellaneous antennas. The
Potato Point tower site is at a remote location accessible only by:
Float plane helicopter or boat. The MSO Valdez and Valdez Spit tower
sites are accessible by existing roadways. The estimated cost range is
between $100,000 and $250,000. The time for completion is 90 calendar
days after award of a contract. This procurement is issued pursuant to
the Small Business Competitive Demonstration Program, Public Law
100-656, as implemented by the OFPP Policy Directive and Test Plan
dated 8/31/89. The work required by this solicitation is identified as
Industry Standard #1721, and the applicable size standard is $7.0
million dollars in annual receipts for the past three years. All
responsible sources may submit a bid which shall be considered by the
U. S. Coast Guard. Requests for bid documents must be submitted and
received by this office no later than 5 April 1996. For Minority,
Women-Owned and Disadvantaged Business Enterprises: The Department of
Transportation (DOT), Office of Small and Disadvantaged Business
Utilization (OSBDU), has a program to assist minority women-owned and
disadvantaged busness enterprises to acquire short term working capital
and bonding assistance for transportation related contracts. This is
applicable to any eligible prime or subcontractor at any tier. The DOT
Bonding Assistance Program enables firms to apply for bid, performance
and payment bonds up to $1.0 million per contract. The DOT provides an
80% guarantee of the bid bond amount to a surety against losses. Loans
are available under the DOT Short Term Lending Program (STLP) at prime
interest rates to provie account receivable. The maximum line of
