shall utilize CAD/CAM data to produce plastic parts of various sizes
and shapes. The system shall be capable of producing hard-to-build,
complex parts including detailed, thin-walled, hollow, snap fit, of
homogenous material, and strong enough for direct testing in wind
tunnel air flows. Quantity 1 System. Delivery 90 days after date of
contract award. FOB Destination Delivery. The proposal due date of
5-3-96 is approximate. Solicitation available approximately 4-3-96. All
responsible sources may submit a proposal which will be considered.
This procurement is being conducted under midrange and commercial item
procedures in accordance with FAR part 12. The solicitation will be
released on the NAIS (NASA Acquisition Internet Service) and the
potential offerors are responsible for downloading their own copy of
the solicitation. Hard copies of the solicitation may be made available
upon request by calling 804-864-2547, however, it is not expected that
the due date for receipt of offers will be changed as a result of
issuance of hard copies. Offerors are responsible for monitoring the
NAIS for solicitation release. An ombudsman has been appointed to hear
concerns from offerors, potential offerors, and contractors during the
preaward and postaward phases of this acquisition. The purpose of the
ombudsman is not to diminish the authority of the contracting officer,
the Source Evaluation Board, or the selection official, but to
communicate concerns, issues, disagreements, and recommendations of
interested parties to the appropriate Government personnel and to work
to resolve them. When requested, the ombudsman will maintain strict
confidentiality as to the source of the concern. The ombudsman does not
participate in the evaluation of proposals, the source selection
process, or the adjudication of formal contract disputes. Interested
parties are invited to call the installation ombudsman Belinda Adams at
804-864-8989. Concerns, issues, disagreements, and recommendations
which cannot be resolved at the installation may be referred to the
NASA ombudsman Tom Luedtke at 202-358-2090. Before consulting with any
ombudsman, interested parties must try to resolve their concerns with
