DAAM01) The U.S. Army Chemical and Biological Defense Command (CBDCOM)
has a requirement for a reactive sorbent decontaminant for immediate
decontamination. NOTE: Award must be no later than 30 September 1966.
Therefore, the solicitation will be open for a maximum of 45 days. No
requests for extensions will be granted. A competitive solicitation for
a cost-plus-fixed-fee (completion form) contract with a 30 month period
of performance is anticipated. The Phase I effort is to test and
evaluate three sorbent candidates (DVB-PNP, Gamma Alumina, and
KVK-2536C) and to select a minimum of one, maximum of two, of the best
sorbent(s) to replace the XE-555 Resin in the M295 Individual
Equipment Decontamination (IED) Kit and the DS2. The Phase II effort is
to modify and optimize the selected sorbent(s) and to document this
effort with a performance specification(s) suitable for production
through competitive procurement. In addition, a process for
manufacturing the selected sorbent(s) using full-scale production
equipment will be required. The successful offeror will also be
required to produce and test a batch of the selected sorbent that
replaces the XE-555 Resin and fill one squad box of unfilled M295 IED
Kit mitts. The successful offeror will be required to have a quality
system that is in accordance with ANSI/ASQC Q9001-1994 (ISO 9001), or
equivalent. This effort will require testing that uses chemical agent.
Therefore, adequate test and disposal procedures will be required. All
responsible sources may submit a proposal for consideration. The
soliciation will be issued on or about 9 April 1996. Requests for a
