Specialist, (202) 366-9560 Having established a reference point in 1991
on the public's attitudes and behavior toward the drinking driving
problem, and having begun to track changes with surveys in 1993 and
1995, NHTSA intends in this procurement to continue tracking drinking
and driving attitudes and behavior by conducting a 1997 national
survey. This national survey will enable NHTSA to determine the nature
and extent of changes in the attitudes and behavior toward drinking
and driving of the general public, of the population of drinker
drivers, and of various subpopulations of drinker drivers including
youth. The survey instrument will be similar to that used in 1995. The
contractor shall be responsible for preparing a final English and
Spanish version of the instrument, preparing materials to obtain OMB
approval (including a notice for publication in the Federal Register),
administering the survey by telephone to approximately 4000
individuals, and analyzing and reporting significant trends by
examining changes across the 1991, 1993, 1995, and 1997 surveys. A
sixteen month cost-reimbursement type contract is comtemplated. The
