Chemical/Animal/Glass Holes Area Operable Unit I (OUI), Brookhaven
National Laboratory (BNL), Upton, NY: This project will involve the
bulk excavation, removal and disposal of material from approximately 50
waste pits located at BNL. Each pit is approximately 4 meters in
diameter and 5 meters deep. Historical information collected on the
site indicates that the pits contain a variety of wastes including:
animal carcasses, low-level radioactive waste and laboratory chemical
waste from about 1960 to 1980. Partial excavation of one of the pits
uncovered intact chemical bottles of varying sizes containing
unidentified liquids. Occasional drums may be expected. The known and
suspected contaminants in the pit include: acids and bases; organic and
inorganic compounds; and in at least 2 pits, low levels of radio
nuclides. The project will include but not be limited to: segregation,
characterization, and disposal of chemical (organic and inorganic) and
radiological wastes; segregation, characterization, treatment and
disposal of contaminated (chemical and radiological) soils and debris.
Primary excavation of the pits will be performed by BNL. Responding
firms should have capabilities in the following areas: experience in
the characterization, treatment and disposal of hazardous, radiological
and mixed wastes; chemical and environment engineering; chemistry;
health physics and industrial hygiene; and knowledge of applicable
environmental regulations (CERCLA, RCRA, DOE, EPA and NYSDEC). Any
required sampling and analysis shall be with the approved EPA methods.
Analytical laboratories will be subject to inspection and approval.
Firms which meet the requirements described in this announcement are
invited to request a copy of the RFP and specifications. Estimated
start date for this project is October 1, 1996 and the project is
anticipated to last for about 1 year. Estimated cost for this project
is between $5 million to $8 million. A non-refundable fee of $40.00 is
required for RFP documents. Personal checks made out to ``Brookhaven
National Laboratory'' are acceptable. Checks may be sent immediately
and RFP packages will be mailed upon availability in May 1996. Requests
received without proper payment will not be acknowledged. Requests must
be received within 30 calendar days from the date of CBD publication.
