66 -- METEOROLOGICAL SENSING AND TELEMETRY INSTRUMENTS (RADIOSONDES) AND OMEGA TO LORAN-C CONVERSION KIT FOR GOVERNMENT-OWNED METEOROLOGICAL PROCESSING SYSTEM POC Contracting Officer, Edward F. Tennant, Jr., telephone (301) 713-0823 The National Oceanic and Atmospheric Administration (NOAA) has a requirement for an Omega to Loran-C conversion kit required to convert an existing Government-owned VIZ Manufacturing Company WO-9000 Omega Meteorological Processing System to a WL-9000 Loran-C Meteorological Processing System for use at the NWS Wallops Island Radiosonde facility to replace an aged, obsolete, non-supportable ground system. Additionally, the Goverment has a requirement to procure Loran-C Mark II MICROSONDES (VIZ Manufacturing Company Model #1543-611) for use with the WL-9000 Loran-C Meteorological Processing System. The quantity of these Loran-C Mark II MICROSONDES to be acquired is 800 (plus or minus 25%) per year for one base year and four option years. NOAA intends to negotiate with VIZ Manufacturing Company on a sole source basis for the Omega to Loran-C Conversion Kit and for the Loran-C Mark II MICROSONDES because VIZ Manufacturing Company is the designer and manufacturer of the existing Government-owned WO-9000 Omega Meteorological Processing System and is the only source with sufficient knowledge of and familiarity with this system to be able to provide an Omega to Loran-C conversion kit for this system and to provide radiosondes for use with the converted system.
