Command intends to issue an order under Basic Ordering Agreement
N00019-95-G-0197 with General Atomics - Aeronautical Systems
Incorporated (GA-ASI), 10130 Sorrento Valley Lane, San Diego, CA
92121-1604 for engineering services for the Predator Medium Altitude
Endurance (MAE) Unmanned Aerial Vehicle (UAV). The purpose of the study
is to review the Predator system design for suitability for operations
on and off large deck naval ships. To support the marinization of the
Predator system, contractor personnel shall provide technical
assistance in the fields of aerodynamics, structures, avionics, data
link, and the ground control station. As the designer of the Predator
UAV system, GA-ASI is the only source with the technical expertise and
information base required to meet the Government's needs within the
required time frame. The statutory authority permitting this sole
source procurement is Title 10 U.S.C. 2304(c)(1) as implemented by FAR
6.302-1, only one responsible source. See note No. 22 - NAVAIR
