(703)805-2970 1. CONTRACT INFORMATION: Engineering services are
required for Implementation to the MICRO PAVER Pavement Maintenance
Management Systems as directed by US Army for Center for Public Works,
Alexandria, VA, Worldwide. Contract will be for a 12 month period with
an option to extend for an additional 12 month period. Cumulative total
of all delivery order may not exceed $750,000.00 and individual
delivery orders should exceed $150,000.00. Anticipated contract award
date is September 1996. Subcontracting Plan the AE shall be required
submit a subcontracting plan with the proposal that is consistent with
Section 806(b) of PL 100-180, PL 95-507, and 99-661. A minimum of 25%
of the total planned subcontracting dollars shall placed with small
disadvantaged business (SDB), including Historically Black Colleges and
Universities or Minority Institutions, and 5% with Women-Owned
Businesses (WOB). This plan is not required with this submittal. 2.
PROJECT INFORMATION: The selected firm will be required to conduct
technical inspection, investigations obtain data, establish data base
and furnish drawings reports and other documents as specified in scope
of work. The AE shall have the capability to perform the following
tasks: a) Perform evaluation of and determine the kind of specific
assistance required by an Army Installation to implement the MICRO
PAVER maintenance management systems; b) Conduct field inspection of
pavement distress Review existing records and drawing for pavement
construction dates and surface type data; d) Collecting data regarding
drainage and other roadway structures in pavement network; e) Perform
economic analysis; f) Prepares and input data into a computer data
base; g) Develop maintenance and repair policies, network and project
level analysis, and multi-year network analysis; h) prepare maps,
drawings, sketches, and final reports on work performed; i) Conduct
no-destructive testing (NDT); j) Conduct testing and give exit briefing
to installation personnel. Selected firm should have CADD capability,
state type of equipment to be utilized and ability to translate data
files between systems, (i.e., Autocadd, intergraph, etc). Related
services such as furnishing drawings, specifications, reports cost
estimates and life cycle cost reports may also be required. 3.
SELECTION CRITERIA: See Note 24 for general A-E selection process. AE
firm shall have the capabilities to provide civil engineering and
pavement evaluation expense. Key Personnel anticipated contract must
have attended the MICRO PAVER Comprehensive Course with the University
of Illinois or American Public Works Association (APWA) within the
past two (2) years. Firms must have direct supervisory experience and
expertise related to the PAVER management systems and nondestructive
pavement testing. In addition, sufficient professional and technical
support is required . 4. SUBMISSION REQUIREMENTS: See Note 24 for
general submission requirements. Interested firms having the
capabilities to perform this work must submit one copy of SF 255. A SF
255 must be submitted for prime and joint ventures. A SF 254 must be
submitted for prime, joint ventures, and consultants. The SF 255 and SF
254 shall clearly indicate the staffing of the office(s) indicated to
do the work. Responses to this announcement received within 30 days
