Officer at 314-260-1216 The Defense Mapping Agency requires the
production of an imagery database. The requirement is for a broad aread
databasee of imagery with sufficient resolution (5 meter) to serve as
an image backdrop for mission profile development and to provide
geopositioning and perspective vieww generation. The database must be
in a format compatible with National Imagery Transmission Format
Standard (NITFS) and in a compressed form on CD-ROM or 8 mm Data
Cartridge Tapes. This database, or Controlled Image Base (CIB), will be
developed from available digital imagery, which shall include National
Target Materials (NTM) or possible other sources. As the source
material, NTM, is classified, offerors must have a Facility Clearance
to the SECRET Level. Accordingly, Foreign Nationals are not allowed to
participate in this procurement. Individual images are geometrically
corrected and orthorectified to the Equal Arc-Second Raster Chart/Map
(ARC) system used by DMA's ARC Digitalized Raster Graphic (ADRG)
product. DMA Level I Digital Terrain Elevation Data (DTED) must be used
to correct image displacement due to terrain relieff. In general, CIB,
will not be done if there is no DTED unless approved by DMA or in flat
terrain area. Multiple images are mosaicked, radiometrically balanced,
resampled and compressed, 8 to 1 using the Vector Quantization (VQ)
Algorithym to form frame filess formatted in accordance with Raster
Product Format (RPF). Multiple CIB Frame Files are delivered on CD-ROM
in an output format directly compatible with National Imagery
Transmission Format Standards (NITFS). A second version of the data is
required on 8mm data cartridgess for entering the CIB dataa into the
DMA database. This version of CIB will be radiometrically balanced and
will be generated before the compression step. A pre-award conference
is anticipated within 10 to 14 days after solicitation issuance. To be
considered for award, a demonstration must be successfully completed.
DMA proposes to provide NTM, Adjusted Metric Support Data, ADRI to CIB
conversion software and VQ compresssion software as part of the
solicitiona package in order for offerors to perform the demonstration.
It is anticipated that up to three separate requirements type contracts
may be awarded as a result of the solicitation. Specific quantities are
to be procured through issuance of delivery orders to the contract(s).
The term of the contract(s) is anticipated to include one base year
(FY96) and three option years. The unit of procurement will be 1 degree
cells of CIB, with an estimated 1000 minimum and 2,125 maximum of cells
to be ordered during the duration of the contract(s), if all options
are exercised. Crises support may change this estimate. The delivery
schedule will be determined by each issued delivery order. Only written
requests for the solicitation will be accepted. No verbal or faxed
requests will be accepted. This requirement is subject to the
