proposed Housing Acceptance Program will include residential property
management and homeowner brokerage services for approximately 375
homes in Marin County, Alameda County, and Contra Costa County,
California. This proposed contract will furnish labor, materials,
equipment and travel necessary to provide Real Estate Brokerage and
Property Management Services for the Real Estate Division, Sacramento
District. Services will include, but shall not be limited to, monthly
reviews for quality, security, landscaping, watering, pest inspections,
paint inspections, cleanup, and any needed repairs. The base year of
this contract will begin 1 July 1996 thru 30 September 1996, with
Option year No. 1: 1 October 1996 thru 30 September 1997; Option Year
No. 2: 1 October 1997 thru 30 September 1998; and Option Year No. 3: 1
October 1998 thru 30 September 1999. This procurement will be
conducted under SIC code: 6351. The size standard for this SIC code is:
$1.5 million. The acquisition method is negotiated procurement. A
technical and cost proposal will be required. Evaluation by the
Government will result in selection of firm that represents the best
advantage to the Government. Large businesses competing for this
project must comply with the FAR 52.219-9 clause regarding the
requirement for a subcontracting plan on the part of the work it
intends to subcontract. The recommended goals for subcontracting are
52.5% for small business, 8.8% for small disadvantaged business, and
3.0% for small business/woman-owned. A firm that submits a plan with
lesser goals must submit written rationale to support goals submitted.
The solicitation package will be available on or about April 29, 1996.
There is no charge for solicitation package; however, only one set is
available per offeror as there are a limited number available. Requests
