International Development, Regional Center for Southern Africa, intends
to enter into a sole source contract for a period of approximately 10
months with the Center for Financial Engineering in Development (CFED)
to provide continued technical assistance to the Government of
Zambia's (GOZ) privatization initiative. CFED is currently providing
this technical assistance in-country under the U.S. Small Business
Administration's 8(a) Contracting Program, which ends in February,
1997. This contract will extend CFED's services for an estimated period
of 10 months beyond the expiration date of their 8(a) contract. Based
on the nature and expertise of the services provided and the
relationships established between the contractor and the appropriate
GOZ officials, both the GOZ and USAID believe CFED is uniquely suited
to undertake this activity and are unaware of any other firm that has
the capability to duplicate the required relationships with the GOZ,
which could provide the appropriate mix of talent within the short
10-month period of performance anticipated and maintain the
