25 -- DESIGN, DEVELOPMENT, TEST, EVALUATION AND MANUFACTURE OF A GPS/INS NAVIGATOR TO BE USED AS A COMMON NAVIGATION SOLUTION FOR SPACE SHUTTLE, SPACE STATION, CREW RETURN VEHICLE AND OTHER NASA SOL 9-BE13-18-6-5P DUE 041796 POC Contract Specialist: Yolande B. Harden, (713) 483-9953 Contract Officer: Lisa Rea Phillips, (713) 483-8395 NASA/JSC plans to issue a Request for Proposal (RFP) for design, development, test, evaluation and manufacture of an integrated Global Positioning System/Inertial Navigation Sensor navigator to be used as a common navigation solution for Space Shuttle, Space Station Crew Return Vehicle and other NASA programs. The effort encompasses detailed requirements definition, system design, detailed design of engineering models and flight equivalent units, completion of a qualification program, and support of systems verification testing necessary to prove flight readiness. NASA plans to take maximum advantage of commercial or military product line and logistics. NASA is attempting to diminish program differences by providing a common core system, consisting of the chassis, inertial, power and processor components, and adding unique circuit cards to provide special serial i/o or GPS capabilities. NASA plans to award a fixed-price incentive contract for the design, development, test and evaluation phase of this program. A fixed-price-incentive option will be included in the contract for the manufacture of production units. The contemplated delivery dates for the qualification units (1) and engineering units (10)(3 - Shuttle; 1 - Station; 3 - CRV) is April 1997, the delivery date for development flight test units (2) is July 1997. A total of 33 production units are contemplated for the option, 15 - Shuttle; 3 - Station; 15 - CRV. The anticipated delivery dates are as follows: Shuttle - July 1998 - August 2000; Station - February 1999; and CRV - September 1999. All responsible sources may submit an offer which shall be considered by the agency. An ombudsman has been appointed to hear concerns from offers and potential offerors during the preaward and postaward phases of this acquisition. The purpose of the ombudsman is not to diminish the authority of the contracting officer, the Source Evaluation Committee, or the selection official, but to communicate concerns, issues, disagreements, and recommendations of interested parties to the appropriate Government personnel and to work to resolve them. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The ombudsman does not participate in the evaluation of proposals, the source selection process, or the ajudication of formal contract disputes.
