(703) 696-0814. Part 1 of 2 for BAA 96-010-The Office of Naval Research
is soliciting proposals for Mobile Offshore Base (MOB) concepts and the
development of critical technology for the feasibility and successful
design of a MOB. This announcement constitutes a BAA as contemplated in
the Federal Acquisition Regulations (FAR) 6.102(d)2. This BAA does not
commit the Government to award contracts. Funding designated for this
Program has not been released. Contract awards will be based on
proposal merit and funding availability. The ONR MOBs Program follows
the ARPA MOBs Program which pursued risk reduction technologies while
focusing on developing a feasible engineering solution for a full scale
MOB. The ARPA MOBs Program was funded through FY95 and work is still
on-going. MOBs are very large floating structures that have been
proposed to perform a variety of missions including serving as a
replacement for a variety of current land bases. MOBs have been
proposed as bases for tactical, logistic, command and control, naval
support for joint theater operations, continuous overseas presence,
extend and maintain operational reach within a theater of operations,
conduct pre-planned and crisis-generated operations, and stow,
maintain, and deliver selective pre-positioned equipment, fuel, and
water. A Mission Needs Statement (MNS) has been prepared and can be
provided to prospective offerors. CRITICAL TECHNOLOGIES-Areas where
uncertainties and risk need to be removed or reduced to enable the
successful design, construction, installation, and operation of a MOB
include, but are not limited to: (a) Design Technology for these long
and very flexible structures (175 to 200 meters wide and up to several
kilometers long. Accurate determination of the hydrodynamic response,
structural loads, and connector loads and the techniques for
specifying the design environmental conditions are required, (b)
Mooring in deep ocean locations and fuel efficient dynamic positioning
systems for extended periods. A practical and economically viable
system is required, (c) The connector system for large MOB modules. A
system that can tolerate the hydrodynamically induced loads, maintains
alignments suitable for air operations, and allows at-sea assembly and
disassembly of the MOB modules is required, (d) Advanced structural
materials that reduce cost and extend life, (e) Mitigation or
management of the relative motion between the MOB and cargo vessels,
amphibious ships or lighters in order to facilitate open ocean cargo
transfer operations or at sea repair functions, and (f) MOB concepts
that are suited to the myriad of capabilities listed in the Mission
Needs Statement (MNS). New concepts as well as extensions of existing
MOB concepts are encouraged. ABSTRACTS AND PROPOSALS-Proposals from all
responsible sources will be considered. Offerors, either individually
or teamed, are strongly encouraged to submit an abstract of their
proposed work to reduce unwarranted effort, however, it is not a
requirement for submission or selection of a proposal. Any offeror's
abstract found to be consistent with the intent of this BAA and of
interest to the program will be invited to submit a full technical and
cost proposal. Such invitations do not assure subsequent contract
award. The decision to initially submit or not submit a proposal is the
responsibility of the Offeror. No award can be made without a proposal
to perform a specific effort within an estimated cost and time
framework. This solicitation will remain open for 365 days from the
date of this announcement. Offerors may submit separate proposal
abstracts on any or all of the specified areas of interest. To be
considered in the initial contract award period, abstracts should be
submitted by 14 June 96. ONR will attempt to respond to all proposal
abstracts in 60 days of receipt. Abstracts will not be accepted after
365 days from the date of this announcement. The government reserves
the right to select for award all, some, or none of the proposals
received in this announcement. Abstracts shall be submitted in the
following format: (A) Pages 8.5 x 11 inches, single or double spaced,
in at least ten point type. (B) Title page - clearly labeled ''proposal
abstract'', including this BAA number, Proposal Title, plus offeror's
administrative and technical points of contact along with telephone and
facsimile numbers, and signed by an authorized officer. (C) Summary
(five single-sided pages maximum) to include: technical ideas proposed
and their anticipated contribution to enhanced 'Mobile Offshore Base'
technologies, anticipated deliverables, and total cost. Proposals
Shall Consist of Two Volumes: Volume I shall provide the technical
proposal and management approach and Volume II shall address cost. The
proposal shall use the same page format as the abstracts. Margins
shall not be less than one inch, with one-sided printing and pages
numbered. Each technical and cost proposal shall address one subject
area. Offerors wishing to combine more than one subject area in the
same contract, in addition to submitting separate technical and cost
proposals for each area, shall also submit commentary clearly
identifying any cost and schedule benefits if their multi-area approach
is selected. Volume I must be no longer than 20 single-sided pages.
Total allowed page count includes figures with fold-out section counted
