Antonio Air Logistics Center, Directorate of Contracting is inviting
qualified contractors to apply for membership in the Air Force Material
Command's Blue Ribbon Contractor Program (BRCP) for the following
Federal Stock Classes (FSCs): 1105, 1110, 1115, 1125, 1127, 1130, 1135,
1140, 1190, 1195, 1560, 1650, 1670, 1680, 1710, 1720, 1730, 1740, 1905,
1915, 1920, 1925, 1940, 2805, 2810, 2815, 2820, 2830, 2835, 2840, 2910,
2915, 2920, 2925, 2930, 2940, 2990, 3040, 3110, 3120, 3510, 3655, 4010,
4020, 4030, 4110, 4120, 4130, 4140, 4720, 4730, 4870, 4820, 4920, 4930,
4940, 5305, 5306, 5307, 5310, 5315, 5320, 5330, 5335, 5340, 5355, 5360,
5430, 5940, 5999, 6160, 6210, 6220, 6230, 6240, 6250, 6260, 6310, 6320,
6340, 6350, 6615, 6625, 6630, 6635, 6640, 6645, 6650, 6655, 6665, 6670,
6675, 6680, 6685, 6695, 6830, 8110, 8475. The purpose of the BRCP is to
formalize the contracting officer's authority to exercise business
judgement in awarding replenishment spares acquisition contracts that
have historically been awarded based on price only. Under the program,
the contracting officer will consider not only price but also part
quality and delivery performance in arriving at an award decision. The
program recognizes that among responsible contractors varying degrees
of quality and delivery performance exist. Therefore an award under
this program may be made to other than the low priced offeror. Based on
demonstrated dependable quality and delivery performance, the
contracting officer may award to an offeror who qualifies as a Blue
Ribbon Contractor at a price up to 10 percent higher than the low
offeror or up to 20 percent higher if approved by the Buying Office
Contracting Official (BOCO). Criteria for membership in the BRCP are as
follows: 1. Completion of three or more contract line items, not
subline items, on SA-ALC contracts with a combined value of $50,000 or
more in the FSC during the previous 36 months. 2. A minimum on-time
delivery rate of 90% on SA-ALC contract line items in the FSC for the
previous 12 months. The on-time delivery rate calculation is the total
number of line items delivered during the 12 month period minus the
number of delinquent line items chargeable to the contractor divided by
the total number of line items delivered times 100. 3. A minimum
quality rate of 99 percent on SA-ALC contract line items in the FSC
during the previous 12 months. The quality rate calculation is the
number of units delivered on SA-ALC contract line items in the FSC
minus the number of Quality Deficiency Reports (QDR's) closed out as
contractor workmanship defects divided by the total number of units
delivered times 100. 4. No known in-plant quality system problems, i.e.
unresolved method C, D, or E corrective actions letters. 5. No other
negative information regarding overall performance or current status
e.g: An overall delivery performance rate less than 85% on-time,
defective or delinquent data deliveries, negative financial status,
active criminal investigation or indictment, or warranty deficiency
actions. Membership on a Blue Ribbon Contractor List (BRCL) is by
application only. Any contractor that meets the criteria for membership
is encouraged to apply. Specific information on how to apply should be

will convene a panel to review applications. The panel will use
internal government data to validate the information contained in the
application. Those contractors meeting or exceeding the criteria will
be placed on the appropriate FSC Blue Ribbon Contractor List.
