Request for Proposal (RFP) to provide OMNIBUS Program Support Services
within the scope and function of the Directorate for Readiness, New
Equipment Training (NET) Division. These services provide NET with
support, personnel, facilities and material that will enhance and
improve training to meet current and future requirements. This
acquisition will provide CECOM with complete training services required
in support of the NET Training Mission support of US Forces on a
worldwide basis. Under this competitive acquisition the Government
reserves the right to award one Indefinite Delivery/Indefinite Quantity
type contract under which delivery orders may be issued on a time and
materials basis. The contract shall be awarded for a basic period of
twelve months, with three twelve month options. The Government reserves
the right to award more than one IDIQ type contract is it is
economically advantageous to the Government. This acquisition is a
one-hundred percent small business set-aside. The SIC code is 8711,
twenty million dollars. The US Army CECOM has established an Electronic
Bulletin Board (EBB) to provide electronic transmittal of Request for
Proposals (RFPs) and Invitations for Bids (IFBs) from Government to
Industry. As of 1 JAN 95 hard copies of the solicitation will no longer
be distributed. All interested parties wishing to do business with
CECOM are invited to access, operate, send and receive data from the
CECOM EBB system. To become a user of the EBB you will need an
identification code and password in addition to a computer terminal
equipped with the necessary hardware and software to interface with the
EBB system. This hardware and software required includes a computer,
modem, telephone line, communication software, word processing software
and a printer. If one intends to print downloaded files (after
decompressing) a fast, high resolution printer is advantageous. The EBB
itself is an IBM compatible computer running commercial bulletin board
software. The EBB is equipped with Hayes Ultra 14.4 baud modems that
are capable of supporting other Hayes compatible 14,400 baud or lower
modems. User's computer must be equipped with a Hayes compatible 14.4
(or slower) modem. (Baud rates less than 2400 are not recommended.) The
EBB runs on MS-DOS Operating System Software. The majority of files
will be created and stored in the EBB in Microsoft's Word for Windows
format since this is the standard CECOM word processing software. If a
file is not in Word for Windows format, the file will be in Rich Text
Format of ASCII format - a format capable of being imported into Word
for Windows. While not required, a 17'' Super VGA monitor will better
accommodate on screen viewing of certain solicitation documents.
Detailed information regarding system requirements is contained in the
US Army CECOM EBB User's Manual. A User's Manual, Identification Code
and Password will be issued upon request. All requests must include 1)
