Contract Specialist; 301-713-0839 The U.S. Department of
Commerce/NOAA/Marine Chart Division intends to negotiate on a sole
source basis with DATA DISC for a firm-fixed price contract for
QuickImage scanning software and contractor-provided scanning services
to convert all original storage files of NOAA Nautical Chart History
records to digital archival media. There are approximately 83,000 pages
of material currently in the storage files. All cartographic
workstations within the Marine Chart Division operate on a Windows NT
operating system. The software required must possess the following
minimum salient characteristics: Windows NT Compliancy; the ability to
scan and tag each page to provide customer-defined indexes to
facilitate text searches on archived data; be able to offer a
combination of image viewing, databasing and search & retrieval
technologies, disc spanning and multi-page imaging. Once scanned and
tagged, these images will be resident on manufactured CD-ROMs provided
by the contractor. For research purposes, the images must be available
for access by simultaneous users. Therefore, each CD-ROM must carry the
QuickImage Search and Retrieval Reader user license in addition to the
data sessions. Vendors must ensure that the scanning software be
capable of achieving exact image capture of the original hardcopy
source document. Hardcopy source documents are accessed daily to
conduct marine research, including ongoing government litigation, and
their physical absence from the SSMC complex files must be minimal. For
this reason, it is desireable that the contractor be located within the
NOAA Silver Spring Metro Complex commuting area. The data conversion
(including contractor's pickup of government records and delivery of
the deliverable products) must be completed within eight (8) weeks. All
responsible sources shall respond by submitting a written narrative
statement of capability, including detailed technical information and
other technical literature demonstrating the ability to meet the above
requirements, within l5 days of this notice, to the above address. The
response must be sufficient to permit agency analysis to establish a
bona fide capability to meet the requirements. It is requested that
pricing data be included as part of the response, including terms and
