Contracting Officer, (908)532- 5455. The Second Generation Horizontal
Technology Integration (HTI) Forward Looking Infrared (FLIR) system is
a 8-12 Micron Scanning System which untilized a Standard Advanced
Dewer Assembly (DADA) II Detector. The program goal is to develop a
standard thermal sensor called and HTI NV-80 B-Kit, and integrate it
into key host platforms throught the use of vehicle unique integration
components called A-Kits. The Second Generation HTI FLIR being
developed will be incorporated into various targe acquisition sights
including the M1A2 Commander's Independent Thermal Viewer (CITV) and
Gunner's Primary Sight (GPS) and M2A3 improved Bradley Acquisition
System (IBAS) and Commander's Independent Viewer (CIV). Tasks may
include, but not limited to: Completion of assembly of excess shop
replaceable units (SRU's) to the line replaceable unit (LRU) or B-Kit
level, support off HTI B-Kits in conjunction with IBAS/CIV
qualification testing, depot support for M1A2 and M2A3 vehicle level
government testing, integration and test support for four b-Kits into
iBAS and CIV sights, software retrofits to HTI software release 3.0,
design, system, software, sustatining and support engineering in
support of problems/issued surfaced during qualification testing and
integration and test. A time and material contract with a three year
period of performance is anticipated. Non-competitieve negotiations
with hughes Aircraft Company, El Segundo, California are anticipated as
hughes is the current co-developed of the Second Generation HTI FLIR
and currently possesses the build, integrate, and test capabilities for
the following Second Generation FLIR SRU's and asseblies afocal
assembly, point of load regulator interface control Circuit Card
Assembly (CCA), VideoConverter/Symbology CCA, Power supply, EMI filter,
Electronics Unit (EU) Housing and the M1A2 Gunner's Primary Sight (GPS)
A-Kit Assembly. Thisdata is provided solely for information purposes

All responsible sources may submit a bid which shall be considered by
the agnecy. The U.S. Army Communications Electronics Command (CECOM)
has established an Electronic Bulletin Board (EBB) to provide
electronic transmittal of Request for Proposals (RFPs) and Invitations
for Bids (IFBs) from Government to Industry. All interested parties
wishing to do business with CECOM are invited to access, operate, send
and receive data from the CECOM EBB system. To become a user of the
EBB, you will need an identification code and password in addition to
a computer terminal equipped with the necessary hardware and software
to interface with the EBB system. A user's identification code and
password will be issued upon request along with instructions for
downloading the EBB User's Manual. All requests must include (1)
