69 -- ANIMATED VIDEO EFFECTS LIBRARY, VOLUMES 1-10, AND THE STARS AND STRIPS PACKAGE FOR NON-BROADCAST USE AT FOURTEEN ARMY EDUCATIONAL TELEVISION FACILITIES. This is a notice of intent to place an order, on a sole-source basis to CASCOM International, Inc., for one year with two option years for animated video effects library, Volumes 1-10, and the Stars and Strips package for non-broadcast use at fourteen (14) Army Educational Television (ETV) Facilities. SCOPE: The Contractor's library shall meet specific Army production requirements for these animated video effects as listed below: a. Shall provide animated video effects of the highest quality, produced on 35mm motion picture film using cel, time- motion, and model animation. b. Shall provide the effects described on a 1'' type-C format master videotape with SMPTE time code. c. Shall provide a 3/4'' U-matic format reference videotape with burned-in SMPTE time code corresponding to the master videotape for locating effects. d. Shall provide a 1/4'' audio tape at 7 1/2'' IPS of all sound effects which accompany the animated video effects and are synced for use with them. e. Shall provide color-illustrated reference catalog inserts effects in its Volumes 6, 8, 9, and 10. These catalog inserts shall have an illustration of each effect listed numerically with its running-time and SMPTE time-code to ease location of the effect on master and reference tapes. f. Shall provide all rights to dub the master videotapes of the included volumes and package, so that copies of the effects can be provided to other designated Army ETV facilities as needed for editing. The Contractor has already provided, under a previous contract, the above master materials to Fort Eustis, VA, ETV, where volumes 1-5, 7, and the Stars and Stripes Package have been copied and distributed to 14 TRADOC ETV facilities. g. Illustrated catalogs for these volumes have also been distributed to these facilities, and remain on-site. All requests for RFQ shall be in writing. Telephonic requests will not be honored.
