souces sought synopsis to determine the existence of potential sources
for upgrading the FLIR systems on the AH-64 Apache and Apache Longbow
to Second Gen FLIR. This is not a request for bid or proposal.
Information requested is for planning purposes only. A technical data
package is not available from the Army. The technical data package is
proprietary with the current manufacturer, Lockheed Martin Electronics
and Missiles, Orlando, FL. If your firm has the expertise and ability
to furnish the requirements below, you should deliver a qualification
package to: PM NV/RSTA, ATTN: SFAE-IEW-NV-FLIR (MAJ Gregory J. Ulsh),
10221 Burbeck Road, Suite 430, Ft. Belvoir, VA 22060-5806. An
additional copy should be furnished to Commander, USA CECOM, CECOM
Acquisition Center, ATTN: AMSEL-AC-CC-A-CD(MCC), Ft. Monmouth, NJ
07703-5008. Responses are due two weeks from date of this CBD
announcement. This effort covers the Demonstration and Validation
(DEM/VAL), and the Engineering and Manufacturing Development (EMD)
Phases of the life cycle model. The DEM/VAL phase will last
approximately 12 months from OCT96-OCT97. The EMD phase will cover
approximately 30 months from OCT97-MAR00. Each firm's qualification
package must address all of the following requirements. (a) Definition
of the components of the current Comanche Electro Optical Sensor Suite
(EOSS) design which can be transferred to the Apache TADS/PMVS with
minimum to no changes, to form the basis of an aviation FLIR B-kit.
Include a description of the changes needed. (b) Definition of the
components of the current Apache TADS/PNVS design, which must be
replaced or modified to form the basis of a TADS A-kit, and PNVS A-kit,
which when combined with the aviation FLIR B-kit will function as
targeting and pilotage FLIRs on the Apache and meet the Comanche
Specification, as well as the I-FLIR ORD dated December, 1993. Include
a description of the changes needed. (c) Perform the necessary design
changes just described to the Comanche and Apache FLIR Systems'
designs. (d) During DEM/VAL, deliver a functioning aviation B-kit
prototype based on the design just described. During EMD, deliver six
functioning TADS/PNVS built to the design agreed to with the Government
during EMD. (e) The firm must be able to analyze both system
specifications and ICDs generated by the Government. (f) The firm must
have the knowledge and experience with both aircraft in order to
