The Volpe Center plans to procure as a sole-source simplified acquisition from the American Power Jet Company the updating of a protoype manuaal developed by American Power Jet under a previous SBIR Phase II Government Contract. The manual shall utilize developed Computer Aided Systems Engineering (CASE) Object Oriented Programming (OOP) analysis techniques that is proprietary to American Power Jet. American Power Jet will use this proprietary data in the design and configuration features embodied in a user manual format that will describe operational utilization of systems componentary in varying geographical and multi-use functions for the Army Modular Causeway Systems. A Small Business Firm calssified under SIC Code 2741 interested in competing must demonstrate in writing to the Contracting Officer prior to May 10, 1996 that the data is not proprietary and that they possess the data and are capable of performing the task. It is not the Governments intent to purchase a new manual but to update and revise a prototype manual already developed.
