SATELLITE COMMUNICATION SHIPBOARD ANTENNAS POC Karen Erickson, 02-33,
703-602-0619. Synopsis NO. 44. Reference is made to Synopsis No. 32. As
stated therein, the Space and Naval Warfare Systems Command (SPAWAR) is
planning to acquire non-developmental item (NDI) shipboard SHF SATCOM
antennas for operation with existing AN/WSC-6(V)4 SHF SATCOM terminals.
The antennas must be capable of operation with, or in replacement of,
existing AN/WSC-6(V) seven foot antennas manufactured by Electrospace,
Inc. of Richardson, TX. The potential exists for at least 20 antennas
to be procured over five years under the intended competitive, firm
fixed price contract. The Standard Industrial Classification (SIC) is
3663. SPAWAR intends to use its electronic bulletin board system (BBS)
for pre-solicitation information and for the issuance of any resultant
request for proposals (RFP). The SPAWAR electronic bulletin board may
be accessed from personal computers (PC) or Macintosh (MAC) computers
by calling (703)602-9494. The Bulletin Board operates at 14,400 baud
with a setting of 8:N:1. The file will be in either MS Word 6.0 format
or WordPerfect 6.0 format. The file will be compressed by shareware
program PKZ204G.EXE. The file will be on the Draft File Library. To
download this file, the prospective offeror will need, at a minimum, a
PC or a MAC with modem support software that support VT100 or ANSI
standard, a modem that operates between 300 bps - 14.4K bps and minimum
of 1.5 Mb free disk space. All offerors are encouraged to provide
answers to an optional questionnaire concerning electronic contracting.
The bulletin board will be available 24 hours a day, seven days a week.
However, as demand of the bulletin board may be heavy at times, it may
be necessary to call repeatedly or during non-business hours. If any
assistance is needed regarding use of the bulletin board, please
contact Mark Gurganus at (703)602-1842. Offerors who would like a copy
of the AN/WSC-6(V)4 seven foot antenna information package and do not
have access to a modem may bring a high density, 3.5 inch disk to the
Contractor Liaison Branch, Space and Naval Warfare Systems Command,
2451 Crystal Drive, Arlington, VA 22245-5200, Room 201, between the
hours of 7:30 am and 4:00 pm Mon-Fri. Draft pre-solicitation technical
information (specification, statement of work, contract data
deliverable requirements, contact line items) was posted to the SPAWAR
BBS on 1 April 1996. As stated in Synopsis No. 32, additional
information will be made available via a Government reading room, and
potential offerors will have the opportunity to visit and inspect an
existing AN/WSC-6(V)4 terminal in San Diego, CA, and receive a
Government briefing prior to RFP release. Date scheduled for industry
representatives to inspect an existing AN/WSC-6(V)4 terminal is
Tuesday, 7 May 1996. A pre-solicitation briefing will be held on
Wednesday, 8 May 1996. All events (terminal inspection and
pre-solicitation briefing) will be held at the Naval Research and
Development Division (NRaD)of the Naval Command, Control and Ocean
Systems Center, 4927 Pacific Highway, San Diego CA. Companies wishing
to avail themselves of the opportunities for inspection of an existing
terminal and/or participation in a pre-RFP briefing may make
reservations by sending visit requests and personnel security
clearances for no more than three persons per firm (personnel may be
different for the terminal inspection versus the pre-RFP briefing) to
the NRaD point of contact, Mr. Brian Johnston, NraD Code 621,
(619)524-3678, (619)524-2607 (FAX). The clearance must include full
company addresses, company telephone numbers, the company technical
point of contact, the company security office point of contact, and the
company fax number. In addition, the clearance must state the subject
AN/WSC-6(V)4 Seven-Foot Antennas, the government point of contact, Mr.
Brian Johnston, NRad Code 621, (619)524-3678. Upon receipt of the
security clearance, the visitor will be placed on a list to allow
entrance into the NRad Reading Room. Please fax the clearance to
(619)524-2607, Attn: Mr. Brian Johnston at least one week prior to
visiting the reading room.. Visit requests should state if the visit(s)
pertain to terminal inspection, pre-RFP briefing, or both. For terminal
inspection, contact Mr. Brian Johnston, NRaD Code 621, to schedule an
appointment. All NRaD Code 621 visitors should check in at the NRaD
security office, 4927 Pacific Highway, San Diego, CA upon arrival and
contact Mr. Brian Johnston for further guidance. The Government reading
room supporting the potential acquisition of SHF SATCOM antennas will
be available to interested parties commencing 7 May 1996. Reservations
for reading room use may be made by contacting Mr. Brian Johnston,
NraD Code 621. The reading room will be open Monday-Thursday,
0800-1600, and will be available until the date established for receipt
of proposals. SPAWAR expects to release a formal RFP for this effort in
June 1996, with proposals due 30 days after RFP release. SPAWAR intends
to require each proposal to consist of a relatively small written page
count, coupled with a subsequent live, videotaped, oral presentation
to expand on the written portion of the proposal. Further detail will
be placed on the SPAWAR BBS prior to 7 May 1996. Contract award is
targeted for the quarter ending 31 December 1996. First deliveries of
