R -- FUEL TANK CLOSURE ON ALCATRAZ ISLAND SOL 1443RP 8140-96-015. Due 060396. Contact Point, Kathryn Rato, (415) 556-3003. The National Park Service, Golden Gate NRA, San Francisco, CA has a requirement to close fuel storage tanks located on Alcatraz Island. This will include disposal of contents, cleaning and sealing of 7 tanks. The contents total approx'ly 22,200 gals of oil/gasoline. Calif. state certificate for hazardous substance removal shall be required from the contractor. The following criteria, in descending order of importance will form the basis for evaluating technical proposals: (1) Demonstrated experience in decontamination and closure of large volume fuel storage tanks which are either (a) historic features, (b) constructed of brick/mortar and/or concrete, and/or (c) situated in remote or difficult to access locations; (2) Team organization as demonstrated by qualifications of personnel and level of expertise and experience in the technical disciplines required by the respective tank closures; (3) Demonstrated ability in the application of innovative and novel technologies in the solution of unusual and difficult environmental remediation projects, including effective use of non-hazardous and environmentally safe products and methods that result in waste minimization; (4) Experience with ``over-water'' oil spill controls and countermeasures; and (5) Demonstrated experience in effectively completing environmental cleanup projects in areas of high public usage and visibility, and with minimum impact to complex natural, cultural and recreational resources potentially affected by the project activities.
