(DOS), Office of Foreign Buildings Operations, is seeking to
pre-qualify applicants for the procurement of energy savings
performance projects at the U.S. Department of State's major energy use
facilities in foreign diplomatic posts. This requirement is restricted
to those firms included in the 1996 Department of Energy (DOE)
pre-qualified list for energy savings performance contracts as
published by the DOE's Office of Federal Energy Management Programs
(FEMP). The energy savings performance projects will include upgrade of
the electrical distribution and lighting systems, cooling and heating
distribution systems, fans and pumps delivery systems, building
envelope weatherization, energy management and control systems, and
other energy conservation measures that are deemed appropriate in U.S.
Department of State facilities overseas. Estimated individual project
values range from $250,000.00 to $3,000,000.00. In order to obtain the
Project Solicitation Packaging, applicants must meet the following
pre-qualification criteria, and detail these qualifications in WRITING:
a. Successful international construction experience or the ability to
perform work overseas on a similar mechanical/electrical system
upgrade, outside of the North America continent; b. The ability to
provide acceptable evidence of bonding capability and financing for the
construction portion of the projects. c. Must possess or have the
ability to obtain U.S. Department of Defense (DOD) Secret facility
security clearance (FCL), issued in accordance with the National
Industrial Security Program Operating Manual, DOD 5220.22-M, for
contract performance in specific locations. The contractor would also
be required to provide personnel who are cleared at the Secret level
for assignment to specific projects, in accordance with the NISPOM. If
the successful firm does not possess the necessary DOD facility
security clearance, it will be sponsored by the Department of State.
Sponsorship does not guarantee that a firm will receive the clearance.
A period of not more than 100 calendar days from determination of
successful bidder will be allowed to obtain necessary facility and
personnel security clearances. After this period, the Government will
not be obligated to award or delay award of the contract to the
successful bidder, pending the issuance of the security clearance.
Firms which form joint ventures must also comply with the facility and
personnel security clearances. Firms and joint ventures seeking to
pre-qualify for this project must request a Pre-Qualification Package
from Ms. Susan M. King at (703) 875-6292 (facsimile). Completed
Pre-qualification Packages and associated documents must be received by
the Department of State by the close of business, 5:00 p.m. EST, on
June 14, 1996. This will be an indefinite quantity type contract, not
to exceed five (5 years. We anticipate awarding a minimum of three
indefinite quantity contracts one of which will be set-aside for small
business. The successful contractor(s) will be required to furnish, at
no capital cost to the Government, all management, labor, material,
equipment, and operation and maintenance services required to achieve
the desired savings. The installed equipment will remain the property
of the contractor until final payment is made. Payment for services
will be made from the existing utility funds and the resulting energy
cost savings. The payment term of the contract is limited to 25 years
