Select the functional limitations resulting from the aging process and medical conditions that impair safe driving. 2. Select procedures that will assist the licensing agencies identify drivers; who may have specific conditions. 3. Select tests that can assess the functional limitations that impair driving. 4. Select or develop the general components of a model system for use by State or Provincial Licensing Agencies to identify and assess drivers with functional limitations that can impair driving. 5. Update the NHTSA/AAMVA guideline ''Model driver screening and evaluation program'', and develop a plan to field test the model or components of the model in representative licensing settings.
