0202-96. During the week of 20 May 96, the Government will provide
various tours and demonstrations to contractor personnel who plan to
participate in the Follow-On-To-TOW (FOTT) Risk Mitigation testing
during FY 97. These tours and demonstrations will be conducted at Eglin
Air Force Base, Florida. The objective of these tours and
demonstrations are to provide each contractor an opportunity to gain
familiarity with the test range, test range regulations and test range
capabilities. Information derived from this test range visit will be
incorporated into the contractor's detailed draft test plan. Current
Risk Mitigation testing at Eglin includes Captive Carry Flights and
Missile Flight Tests. Contractors will be provided tours of the test
range and test range support facilities. Contractor personnel will also
be shown the proposed location of their administrative/office areas as
well as other areas that will be available to the contractor during
the testing. Demonstrations related to TSPI, Delta ''T'' measurements,
and telemetry as well as data delivery and data format will also be
discussed with contractor personnel. Plans are to offer the tours and
demonstrations beginning on 21 May 96 and ending on 23 May 96 on a
first contact first serve basis. Group members are requested to be at
a minimum number, but no more than ten personnel. Eglin AFB personnel
will provide each contractor group one dedicated day of informative
tours, demonstrations and discussions within the 21-23 May 96 window.
The proposed agenda will be a guide to follow: 0800-0815/Introduction
of Government teams; 0815-1000/Facilities and Capabilities discussion
(telemetry, thermal imaging processing system (TIPS) van, TSPI data
collection, photography, seeker captive carry flights, obscurants,
instrumentation); 1000-1030/Data Management Plan; 1030-1100/Range
Safety; 1100-1130/Administrative Support; 1230-1530/Tour Facilities
(launch pad, blockhouse control, target areas, TIPS van, administrative
and support building). Each contractor group will be provided the
identical tours and demonstrations. Contractors will be allowed an
opportunity to ask questions that pertain to the testing to be
performed at Eglin AFB. Contractor questions shall be restricted to
test range, test range regulations and test range capability concerns.
A government Contracting Officer will be present to restrict
contractor questions to test activities. Each contractor shall contact
Ms. Felicia Jones to request a date for their respective tours and
