The Fleet Industrial Supply Center (FISC) Norfolk, Detachment Philadelphia, Intends to acquire non-personal Contractor Engineering and Technical Services (CETS) by qualified Contractor's personnel for the purpose of informing, instructing, and training in the installation, operation, and maintenance of the H53 Helicopter airframe, flight control systems, electrical, engine, avionics and related equipment.
