This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Proposals must be in writing or submitted electronically via fax to (215)566-5211. Award may be made at the Government's discretion without discussions. The solicitation number is W6-83021-F3 and it is issued as a request for proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-38. EPA anticipates sole-source negotiations with the Delaware Valley Regional Planning Commission in accordance with FAR 6.302.1 - Only one responsible source and no other supplies or services will satisfy the Agency's requirement. To meet the objectives of the Federal Employees Clean Air Incentive Act EPA anticipates a requirements contract for transit checks which are usable on SEPTA, NJ Transit, PATCO, DART/DAST, Amtrak, PAT, CAT, BARTA, as well as approved and authorized vanpools. The base period of performance will be seven months with four, one year options. Contract line items will be as follows: line item 001, $15.00 denomination transit check; line item 002, $21.00 denomination transit check; line item 003, $30.00 denomination transit check; line item 004, $60.00 denomination transit check; and line item 005 for shipping and handling fees. Unit of issue will be ``each''. Exact quantities are unknown however it is anticipated that a minimum of 700 of any one line item may be order per delivery order. The checks must have a preprinted amount, security features, and be usable on the above listed transit systems. Delivery is expected to be 3 weeks minimum after receipt of delivery order. Place of delivery will be U.S. Environmental Protection Agency, Comptroller's Office (3PM30), 841 Chestnut Street, Philadelphia, PA 19107. Acceptance will occur at EPA, Philadelphia, PA. FOB point will be destination. The provision 52.203-3 Gratuities, applies to this solicitation. The provision at 52.212-1, Instruction to Offerors--Commercial, applies to this acquisition. Award will be made strictly on price. Offerors must include a completed copy of the provision at 52.212-3 Offeror Representations and Certifications--Commercial Items, with its offer. Clause 52.212-4 Contract Terms and Conditions--Commercial Items, applies to this acquisition. The clause 52.212-5 Contract Terms and Conditions Required to Implement Statutes Or Executive Orders--Commercial Items, applies to this acquisition. Clause 52.232-31 Invitation to Propose Financing Terms, applies to this acquisition. Clause 52.216-5 Price Redetermination-Prospective applies with fill ins as follows: para. (c) December 31, 1996; 12 months; para. (d) 60; 45; para (d)(ii) first. Clauses 52.216-18 Ordering (fill ins as follows: para (a) award date through 12/15/2000), 52.216-19 Order Limitations (fill ins as follows: para (a) a total of 12 each; para. (b)(1) maximum contract value; para. (b)(2)12 each; para. (b)(3) 2 days; para. (d) 5), and clause 52.216-21 Requirements (fill ins as follows: para.(f) 1/30/2001) apply to the solicitation.
