The Internal Revenue Service is seeking Small Businesses that could provide Employee Assistance and Work Life services for 104,000 IRS employees at 900 posts of duty nationwide. Services include 800 number telephone access and referral to local therapists. The 800 telephone access will include integration with nationwide dependent care resource and referral services. Contractor must have capability to make local dependent care active referrals. Contractor must have Management Information System (MIS) capability, such as infomapping, in order to facilitate comprehensive local referrals. The ratio of EAP counselors is 1:10; the ratio of dependent care counselors is 1:20. Contractor must have capability to develop program promotion through traditional and automated marketing systems, e.g., develop home pages. Contractor must have traumatic incidence specialists who have 24-hour telephone response capability and availability to travel to IRS sites. Contractor must have MIS to provide IRS with quarterly reports of utilization and return on investment.
