(301) 975-6330 INDEFINITE DELIVERY TASK ORDER CONSTRUCTION--This
acquisition involves major new construction and renovation programs on
the National Institute of Standards and Technology (NIST) sites in
Gaithersburg, Maryland and Boulder, Colorado. The proposed omnibus
contract will be a single award, indefinite delivery task order
contract with a three year base ordering period and 7 successive
one-year option ordering periods. The minimum contract amount during
the base period is $300,000 and the maximum is $300,000,000.
Delivery/task orders will be awarded using various contract types,
including fixed price, fixed-price incentive, cost reimbursement, cost
plus incentive fee, and cost plus award fee. Multi-year incremental
funding may become available if authorized by statute. Potential
offerors on the solicitation mailing list for 52SBNB5C8793 issued July
10, 1995 for construction of the Gaithersburg Advanced Technology
Laboratory will automatically receive this solicitation. This
requirement includes various types of projects such as complete new
construction, phased new construction, demolition, complete renovation,
partial or phased renovation, design-build, and hazmat removal and
abatement. Metric and green building design and construction will be
utilized. Award of delivery/task orders for Boulder projects is
contingent upon final approval to the Environmental Impact Statement.
With the solicitation for the award of the basic indefinite delivery
contract, the government is also soliciting technical and price
proposals for the following three delivery/task orders. The award of
these orders are contigent upon availability of funding. 1) The
Gaithersburg Advanced Technology Laboratory - 47,209 gross square
meters (gsm) of new, advanced technology laboratories with associated
support, office spaces and sitework. The magnitude of construction is
between $100,000,000 and 150,000,000. 2) The Boulder Central Utility
Plant and Site Utility Distribution System - 2,392 gsm of new central
utility plant and 2,391 gsm of new site utility distribution tunnels
with associated sitework for providing chilled water, steam, and
compressed air services to the entire Boulder site. The magnitude of
construction is between $25,000,000 and $30,000,000 3) The Gaithersburg
Site Development Package includes an upgrade to the existing stormwater
management system, utilities relocation, parking lot construction, etc.
The magnitude of construction is between $1,000,000 and $5,000,000.
Additional delivery/task orders for future projects may include:- The
Boulder Advanced Technology Laboratory - 21,300 gsm of new, advanced
technology laboratories with associated support, office spaces, and
sitework. - The Gaithersburg Renovation Program - the complete
renovation of up to 60,000 gsm of existing laboratory spaces in four
General Purpose Laboratory buildings. - The Boulder Renovation Program
- the complete renovation of up to 45,000 gsm of existing laboratory
spaces in multiple location on the Boulder site Ordering instructions
with pricing for plans and specifications, and dates and times for the
pre-proposal conference/site visits will be contained in the
solicitation package scheduled to be issued on or about June 12, 1996.
Contract award will be made on the basis of the best value to the
Government with price, technical, and past performance factors
considered. All responsible sources may submit a proposal which will be
considered by the agency. Solicitation requests must be made in
writing, indicating whether the offeror is a prime or subcontractor,
