Solicitation DTFA05-96-R-40254, purchase software license to evaluate and schedule overtime for our Air Traffic Control Facility in Westbury, New York. Training must also be provided at the facility. The Air Traffic Division requires software to evaluate the impact of employee work schedules, access the relative cost of leave policies, and timing of training sessions and special projects activity in major Air Traffic Control (ATC) facilities. Often the manual preparation and maintenance of these schedules is labor intensive and involves full-time resources, dedicated solely to this task. Schedules are produced and updated on paper often resulting in inflexible schedules that do not support automated decision support. Consequently, it is impossible to investigate alternative scheduling strategies that could lead to better scheduling, overtime usage and contract negotiations. Published schedules should permit ease of modification to accommodate unanticipated events such as sick leave, and a sudden need for additional staffing. Area managers should be provided with the necessary tools to assess the impact on schedules of real-time events such as weather and sick leave; and, react rapidly and appropriately. An interface to FAA pay/leave system without administrative intervention is required. Microsoft Windows for Workgroups clients in a Novell 3.1x environment predominantly exist at our major ATC facilities. The hardware baseline is Intel/Cyrix 486/66mhz, 540MB IDE, 8MB RAM, and SVGA 15'' monitor. The software should integrate seamlessly into this configuration. Software training must be provided at our facilities. Only the first 5 (five) prospective offerors who submit their software package to this office will be considered for award. Award will be made based on the best value offered to the FAA. Offerors could be asked to demonstrate their software product. All offers must be received by June 4, 1996 3:00 PM.
