INVESTIGATIONS AND REMEDIATIONS POC Janet C. Puckett, Subcontracts
Supervisor, (619) 687-8750. Bechtel National Inc. (BNI) will be issuing
a Request for Proposal (RFP) for qualified waste management companies
to support environmental investigations and remediations being
performed as part of the Comprehensive Long Term Environmental Action
Navy (CLEAN) Program. The RFP is expected to result in one or more
awards and will be for general waste management services to perform
waste sampling, waste characterization, waste profiling and
manifesting, waste handling and transportation, waste disposal
alternative development and waste disposal in the states of California,
Arizona, New mexico, Oregon, Washington and Alaska. The wastes to be
managed primarily include Investigative Derived Wastes (IDW) from BNI
field investigations of environmentally impacted sites. These wastes
may be hazardous or regulated by Federal, State and/or Local
Regulations and Codes. It is anticipated that the RFP will request
team-based services, where the primary waste management company would
provide the preponderance of required services. The successful offerors
would assume administrative, technical, and QA/QC oversight
responsibilities for their lower tier sub-contractors. The primary
company in any teaming relationship will be responsible for a minimum
of waste disposal alternative development, waste profiling and waste
manifesting. The pre-requisite capabilities considered for receipt of
the RFP will be (a) the necessary facilities, offices, equipment, and
personnel to perform waste sampling, characterization, profiling and
manifesting, handling, transportation, and disposal; (b) the
appropriate licenses/certifications and experience in waste handling
and disposal in the states of California, Arizona, New Mexico, Oregon,
Washington and Alaska; and (c) ongoing compliance with applicable
federal regulations including all regulations of the Department of
Transportation (DOT), U.S. Environmental Protection Agency (EPA) and
all State and Local jurisdictions which govern this work; (d)
experience in evaluating and selecting the most cost effective
technically acceptable disposal alternative for the wastes to be
managed; (e) a Health and Safety Program and trained personnel; (f) a
QA/QC Program; (g) experience on DOD military bases and capability to
meet security requirements required to enter and conduct work
operations on U.S. Naval/Marine bases. The successful offeror(s) and
lower tier subcontractors will be subject to audits by BNI and the U.S.
Government. BNI is requesting that all qualified and interested Waste
Management companies (including multi-tier teams) submit sufficient
information to show compliance with the above pre-requisites which
shall include, as a minimum, the following: (1) a list of applicable
experience with waste management including those for any government
agency with special emphasis on DOD experience; (2) documentation on
current licenses/certifications which show capability to perform in the
jurisdictions required; (3) a listing of current equipment and
facilities proposed to handle waste in each state where waste will be
handled, transported and disposed; (4) a proposed organization chart
(to include teaming); (5) resumes of current key personnel; (6)
description of proposed waste management services and capabilities
which will be utilized in executing the work in the geographical areas
outlined above (including teaming arrangements where applicable) (NOT
TO EXCEED 10 pages); (7) documentation of compliance with waste
handling requirements and a listing of all violations or pending
violations within the last two years; (8) controlled copy of your QA/QC
program (not included in the page count limitation); (9) a copy of your
current Health & Safety program (not included in the page count
limitation); (10) a statement of your corporate commitment to this
program (not to exceed 1 page); (11) representation whether your firm
and team member(s) is (are) a large, small, small disadvantaged, and/or
small, women-owned concern; (12) statement that your firm or team
members is (are) not currently prohibited from doing business with any
government agency. Qualification packages will be evaluated and those
firms/teams deemed to meet the pre-requisites will be provided a RFP.
the qualification packages shall not exceed 50 pages in length.
