WALTER REED ARMY MEDICAL CENTER, WASHINGTON, DC AND OTHER FACILITIES IN

410-962-7646 CONTRACT INFORMATION: Project consists of providing
architectural/engineering/planning services for the preparation of
documents in support of master planning for Walter Reed Army Medical
Center (WRAMC) to include the Forest Glen and Glen Haven family housing
annexes. The service will be provided under an Indefinite Delivery Type
(IDT) AE contract with the total contract not to exceed $5.0 million.
Contract term will be 1 base year with 4 option years. AE s submitting
for this procurement must include documentation to show that they have
the capability and expertise to perform the required tasks. 2. PROJECT
INFORMATION: Specific tasks may include but are not limited to Long
Range Planning Analysis, Environmental Assessment/Environmental Impact
Statement and associated NEPA public disclosure & coordination
procedures; Natural and Cultural Resources Protection Assessment and
associated Section 106 Historic Preservation Plan procedures; Land Use
Assessment; Utilities and Storm Water Management Assessment;
Transportation and Traffic Assessment; Contingency Assessment for
expansion/ contraction of installation; Update of Installation Design
Guide; Facilities Requirements Analyses; Space Utilization Studies;
knowledge of medical and medical research activities and related
planning considerations; Capital Investment Program; DD Form 1391 and
Project Development Brochures; Mobilization Master Plan Update;
Supporting Graphics; development of CADD, GIS and related products
(WRAMC currently uses the following systems & software: AutoCad 12/13,
Word Perfect 6.1, Lotus 123 and IFS-M); Update Existing Condition
Maps; Building Information Schedule; Resource Management Plan; ICUZ
Study (Noise Impact); Communication Plan; Energy Plan; Landscape
Development Plan; Fire and Life Safety Protection Plan; Physical
Security and Quality of Life Program and other related studies.
SUBCONTRACTING PLAN REQUIREMENTS: If the selected firm is a large
business concern, a subcontracting plan with the final fee proposal
will be required, consistent with Section 806 (b) of PL 100-180,
95-507, and 99-661. A minimum of 25% of the total planned
subcontracting dollars shall be place with small business concerns. At
least 5 percent of total planned subcontracting dollars shall be
placed with small disadvantaged businesses, including Historically
Black College and University or Minority Institutions, and 5 percent
with women-owned businesses. The plan is not required with this
submittal. 3. SELECTION CRITERIA: The criteria in order of descending
importance which will be the basis for selecting firms, are identified
in Numbered Note 24 under ''demonstrated competence and
qualification''. Items Number 1 and 2 of the criteria should be amended
to read: 1. Professional qualifications necessary to perform Army
Master Planning. 2. Familiarity with the Department of the Army
Publications related to Master Planning as it pertains to each of the
above task areas. 3. Possession of secret clearance and approved secret
document storage facilities, or ability to obtain. 4. SUBMISSION
REQUIREMENTS: See Note 24 for general submission requirements.
Interested firms having the capabilities to perform this work must
submit a copy of SF 255 for the proposed team and copies of SF 254 for
the prime firm and all consultants to the above address. Responses to
this announcement received within 30 days from the date of this issue
will be considered for selection. A solicitation package will be
