20535 84 -- 84--CONTRACTOR TO PROVIDE 2400 LAW ENFORCEMENT UNIFORMS SHIRTS
AND PANTS. SOL IFB-6978 DUE 062496 POC Bruce J. Lavonis, Contract
Specialist, (202) 324-4527. This is a combined synopsis/solicitation
for commercial items prepared in accordance with the format in FAR
Subpart 12.6, as supplemented with additional information included in
this notice. The announcement constitutes the only solicitation; bids
are being requested and a written solicitation will not be issued. This
solicitation is being issued as an Invitation for Bid (IFB)-6978. This
solicitation incorporates provisions and clauses that are those in
effect through Federal Acquisition Circular 90-37. This solicitation is
100% Small Business Set-Aside. Standard Industrial Classification is
2389 with Small Business Standard Set at 500. Contract line items are
as follows: 001) 1600 each, Tan BDU shirt ''Pro Tuff'' manufactured by
Werner Work Style, US101S, Long sleeve 5oz. Dacron wrapped thread size
30, 65% Polyester-35% cotton comfort twill uniform shirt or equal; 002)
800 each, Blue BDU shirt, ''Pro Tuff'' manufactured by Werner Work
Style, US101S Long sleeve, 8oz. Dacron wrapped thread size 30, 65%
Polyester-35% cotton comfort indestructible TM twill uniform shirt or
equal. Tan and navy blue shirts to have: (a) four patched pleated front
pockets, each pocket secured by Velcro; (b) plastic zipper down front
with Velcro tabs to secure flap covering zipper; (c) long sleeve cuffs
secured by metal snaps; (d) left sleeve has 3-section pencil pouch;
(e) lettering on front: ''FBI'' stiched with lettering centered over
left breast pocket, 3/4'' above pocket, 1 1/4'' tall x 3/4'' wide; (f)
lettering on back ''FBI'' (2 5/8'' tall x 2'' wide) done by fill
stitch, ''Evidence Response Team'' placed and centered under the
aforementioned ''FBI'' done in satin stitch, 1 1/4'' tall x 3/4'' wide;
(g) right shoulder: U.S. Flag patch, centered 1 1/2'' down from seam,
size of patch 2 1/4'' x 3 1/2''; (h) left shoulder: standard ERT
emblem, as authorized by FBI, 1 1/4'' down from seam. Straight stitch
length 10-12 stitches per inch overlook stitched arm, side seams and
collar assembly. All stress points reinforced. ''FBI'' and ''Evidence
Response Team'' stitching to be gold thread on blue shirts and navy
blue thread on tan shirts. U.S. Flag patch and ERT patch shall be
provided by FBI and sewn on shirt by vendor; 003) 1600 each, tan BDU
pants, ''Pro Tuff'' manufactured by Werner Works Style, US101P, 7 oz.
Dacron wrapped thread size 30, 65% Polyester-35% cotton comfort
indestructible TM twill Uniform pants; 004) 800 each, Navy Blue BDU
Pants, ''Pro Tuff'', manufactured by Werner Works Style US101P, 8 oz.
Dacron wrapped thread size 30, 65% Polyester-35% cotton comfort
indestructible TM twill Uniform Pants. Tan and navy blue to have: (a)
tow inset front quarter pockets; (b) two large box pleated cargo
pockets on thighs; (c) two smaller box pleated pockets below the knee;
(d) all cargo pockets have Velcro fastening flaps; (e) double
reinforced knees; (f) two clear covered patched pockets with Velcro
closures; (g) cuff zippers are attached to the inseam for blousing; (h)
fly with covered zipper; (I) waist band accomodates Sam Browns belt;
(j) Ban-rol TM and snug-tex TM waistband with hook and eye closure; (K)
straight stitch length 10-12 stitches per inch; (I) overlook stitch leg
seams; (m) all stress points are reinforced. All stitching and
lettering for shirts and pants to be performed by contractor. All
bidders should provide one (1) sample of each item with bid. Shirts to
have all stitching and lettering in place, so items can be tested for
durability and shrinkage. Upon award, sizes will be provided. Awarded
vendor shall provide (8) try on sets to be sent to field offices:
medium, large, XL, 2XL = 1 set. Prices shall be FOB Destination
anywhere in the Continental United States. These uniforms shall be
shipped to various field offices. Delivery address's shall be provided
upon award. Award shall be made to the lowest responsive/responsible
bidder. The contractor has sixty (60) calendar days from time of award
for delivery. The provision at FAR 52.212-1, Instructions to
Offerors-commercial items applies to this aquisition. All bidders shall
include a completed copy of the provision at FAR 52.212-3, Offeror
Representations and Certification-commercial items, with the bid. The
clause at FAR 52.212-4, Contract Terms and Conditions-commercial items
applies to this acquisition. Addendum to paragraph (a)- Invoices shall
be submitted to the address listed above. Also, the FBI requires 30
days for the processing of the invoice. Addendum to paragraph (o)
warranty shall be standard manufactures warranty. The provision at FAR
52.212-5, Contract Terms-commercial items applies to this acquisition
with the following optional clauses at paragraph (b) applicable,
subparagraphs (3), (4), (6), (7), (8), (10), (11), and (15). Facsimiles
of bids will not be accepted. All bids shall be submitted to the
address listed above no later than 2:00 pm local time, June 24, 1996.
All bids shall be clearly marked with IFB-6978. The Point of Contact
for all information regarding this acquisition is Mr. Bruce Lavaonis,
Contract Specialist, at the address listed above. Also, all potential
bidders are hereby notified that due to security requirements, Federal
Express, DHL, UPS, etc., deliveries for the FBI Headquarters facility
are now received at an off-site location. Therefore, the normal
response time of 15 days has been extended to 20 days. The FBI has
allowed five (5) extra days (twenty (20) days) from the release of this
CBD synopsis/solicitation for receipt of a bid. Bidders are hereby
notified that if your bid is not received by the date/time and at the
location specified in this announcement, then it will be considered
late in accordance with the Federal Acquisition Regulation. In asmuch
as the FBI has allowed five (5) extra days, it is the responsibility of
the bidder to insure that your submission is received at or prior to
