19 -- TUGBOAT SERVICES DUE 080296 POC Marianela Dengo, Contract Specialist, (507) 272-3025, Luz M. de Pinzon, Contracting Officer, (507) 272-4687 Scope: The Panama Canal Commission (PCC) is interested in either renting or leasing one to three tugboats to assist vessels transiting the Panama Canal. General description: the tugboat(s) shall be of the omnidirectional type and shall be able to provide the following: a. Assistance to vessels of up to and including PANAMAX class dimensions while transiting, maneuvering, docking or undocking in the restricted waters of the Canal. b. Slowing, stopping and steering large vessels under power by pulling astern, ''Cut Style'' for extended periods operating in negative water flow. c. Assisting vessels not under power and other non-self propelled floating equipment such as barges, cranes and drill rigs. d. Pulling or pushing at full power for extended periods up to four hours continuously as when freeing grounded vessels. e. Waterfront and shipboard fire fighting. The tugboat(s) shall possess excellent dynamic stability enabling it to conduct heavy thrusting and towing operations in the Panama Canal. The tugboat(s) may be required to work under radical bow flares and stern counters. It is recommended that all structures and equipment located above the main deck level shall be clear to a 38-degree vertical angle, measured inboard from the uppermost strake, outboard of the fendering system. 2. Recommended principal characteristics: a. Length overall, hull molded, maximum: 30.00 meters b. Breadth, main deck, molded, minimum: 10.40 meters c. Power-continuous: 2,200 KW d. Draft, fully laden, maximum: 5.20 meters 3. Recommended performance data: twelve knots free running speed with the main engines at maximum continuous duty revolutions. Minimum bollard pull, as measured by pulling force on a tow rope or wire against and inmovable object with engines running at 100% of the manufacturer's recommended maximum continuous duty RPM. a. Ahead bollard pull of 37,900 tons (85,000 pounds) b. Astern bollard pull of 31,000 tons (70,000 pounds) c. Athwartship bollard pull of 25,000 tons (55,000 pounds) For rental services, the Contractor shall provide the tugboats and the crew and will be responsible for the maintenance of the tugboats. For leasing, the Commission will provide the crew and will be responsible for the maintenance of the tugboats. Duration of services: one to two years.
