renew maintenance and licensing of PathTox Software. A purchase order
shall be issued to Xybion Corporation, 240 Cedar Knolls Road, Cedar
Knolls, NJ 07927. The period of performance is 01 Oct 96 - 30 Sep 97.
PathTox software is the proprietary product of the Xybion Corporation.
Interested sources must identify their interest and capabilities. This
is to include all literature, catalogs, brochures, and pricing.
Interested sources must also identify the ability to obtain proprietary
software and documentation from the current contractor. All responses
received from responsible sources on or before 15 days from this
publication will be fully considered. No telephone or electronic mail
requests will be accepted. Only written or faxed requests received
directly from the requestor are acceptable. This notice of intent is
not a request for competitive proposals. A determination by the Air
Force not to compete this proposed contract based upon responses to
this notice is solely within the discretion of the Air Force.
Information received will normally be considered solely for the purpose
of determining whether to conduct a competitive procurement. No award
will be made solely on basis of responses received. As a result of
analyzing responses to this synopsis of intent, the contracting officer
may determine that a solicitation will be issued to the intended
schedule vendor and all firms that respond to this synopsis of intent
or otherwise request a copy of the solicitation. Authority 10 U.S.C.
2304(c)(1), Justification: (Supplies (or Services) required are
available from only one or a limited number of responsible source(s)
and no other type of supplies or services will satisfy agency
requirements. An Ombudsman has been established for this acquisition.
The only purpose of the Ombudsman is to receive and communicate serious
concerns from potential offerors when an offeror prefers not to use
established channel to communicate his/her concern during the proposed
development phase of this acquisition. Potential offerors should use
established channel to request information, pose questions, and voice
concerns before resorting to use of the Ombudsman, Colonel Michael J.
