The Library of Congress is soliciting proposals for record conversion
services (LOT 1) and record comparison and enhancement services (LOT 2)
for its Serial Record Division. The requirements for LOT 1 include the
conversion of approximately 50,000 serial entries in the Library's
serials check-in files from manual to machine readable form using an
input/update application (SERLOC) developed by the Library for this
purpose and instructions provided by the Library. LOT 1 must be
performed on-site at the Library's James Madison Memorial Building on
Capitol Hill in Washington, D.C. between the hours of 4 to 9 p.m. on
weekdays and from 8:30 to 5 p.m. on Saturdays. The requirements for LOT
2 include the comparison and evaluation of two or more bibliographic
records from a working file of over 500,000 eligible records in the
Library's machine readable (SERLOC) file against the Library's MUMS and
PreMARC files with the intent of adding data to the SERLOC file for
matching records based on instructions provided by the Library. LOT 2
must be performed at the contractor's facility, with up to five
bibliographic workstations to be furnished by the Library through which
the contractor can access the Library's SERLOC application for record
review and data enhancement. Appropriate connectivity (access to phone
lines for data transmission) for LOT 2 will be the responsibility of
the contractor. Offerors may propose for one or both lots and award
will be made by lot. Solicitations will be available on or about June
24, 1996. All requests must be submitted in writing on firm's
