how the firm meets the qualification criteria: (Block 3 or 3b) List
firm actually performing the work; (7) Submit a matrix for the member's
names and their proposed team assignments. Columns should be labled as
follows: firm name and office location; percent of time to be spent on
this team; professional registration in California; highest education
level and area of specialization; number of years with current firml
for project managers, identify the number of teams managed over the
pase three years; and list experience on projects listed in this
synopsis. (Block 10) Include the following: Staff availability, status
of current workload, show plan for managing multiple concurrent work
orders; Provide final design estimate and construction contract award
amounts for 8 projects which are similiar in nature and size to the
types of design projects advertised; Briefly describe the chart of the
firm, including all offices and personnel who would perform design
services under this contract. The SF 255 with attachments is limited to
50 pages (preferably 12 pitch font). A page may consist of text or
pictures on both front and back of a single sheet of paper. Every page
that is not a SF 254 will be included in the page count. Failure to
provide the above information may result in the firm being considered
non-responsive. For the definitions of ''small business'', ''small
disadvantaged business'', and ''emerging small business'', please refer
to the Federal Acquisition Regulations (FAR) Part 19.
Architect-Engineer firms which meet the requirements described are
required to submit the following: current SF 255, U.S. Government
Architect-Engineering Qualifications, including an organizational chart
of key personnel to be assigned to the projects, a current SF 254
Architect-Engineer and Related Services Questionnaire and any
Consultant/Subcontractor's current SF 254. Responding firms are
required to clearly identify tasks to be performed in-house and those
to be subcontracted. Firms must submit the names and supporting
qualifications data of all subcontractors. The dollar value of all work
for DOD and Corps of Engineers for the past five years must be clearly
stated in block 9 of the SF254. Firms must indicate in Block 4 of SF
254 whether they are a small business, small disadvantaged business,
woman-owned busines, or emerging small business. Firm is required to
provide specifications in the SPECSINTACT SGML format and provide final
drawings in computer-aided drafting files compatible with AUTOCAD
Release 12 or 13. FIRMS ARE REQUIRED TO HAVE EXPERIENCE IN ALL
AFOREMENTIONED TYPES OF PROJECTS. All interested firms should submit a
Standard Form 254 and 255 to OICC Navy Public Works Center, Code 211,
2730 Mckean Street, Naval Station, San Diego, CA 92136-5294 by 4:00 pm
(PST) on 11 July 1996. If delivered by courier service, hand-delivered,
etc, SF 254 and 255 should be delivered to Navy Public Works Center,
Code 211, 32nd Street Naval Station, Building 121 (1st Floor).
Submittals which are received after the cutoff will not be accepted and
considered. The identification number SSELEDSG-96-1 and
N63387-96-D-3335 must be cited in Block 2b of the 255. The Standard
Industrial Classification (SIC) code 8711 applies. THIS IS NOT A SMALL
BUSINESS SET-ASIDE ANNOUNCEMENT. In response to several queried as to
the requirements for a small business, in order for a concern to be
considered small, the maximum average annual receipts for the past
three years may not have exceeded $2.5 million (See Far Part 19.102 for
further information). If the firm is considered a large business, a
subcontracting plan for a small business and small disadvantaged
business concerns must be submitted with their fee proposal if
